Megathrons and Rokh with large railgun works very well.
Ferox and any ships with medium railgun works terrible.
A boost to railgun is good but just the medium one please.

That's why fleet composition is moving towards the apoc right? because they're scared of being too op with the once 'standard' fleet ship the megathron and the once 'premier' sniper ship the Rokh, nobody wants to be unfair to their enemies by using so many railguns which work very well.
Seriously though railguns work fairly poorly to ok in theory but fare even worse in practice when average fleet ranges, t2 ammo, lock limit, alpha, cap use, ammo use are all taken into effect.
Scrolling through a random killboard tells the tale quite effectively, where there are 15 amaar BS there were merely 6 megathrons and 2 Rokhs so in spite of hybrids representing 50% of EVE's races and more still of the actual population there were little better then half as many of their turret boats fielded. Those who flew dominixes chose to fit drone mods, RR and in one case medium autocannons and Hyperions were nowhere to be seen.
Rails aren't fine and I hope to see them fixed and given some competitive role soon.

Supporting railgun rebalance. Supporting weapons rebalancing as a whole, but specifically hybrids, and even more specifically railguns. Hopefully CCP takes some time with it (while actually working on it and not ignoring it) and gets it right. I know balance will never be perfect but it's too far off at the moment.

I would say Megathrons and Rokhs with large railguns work bad. Ferox and any ship with medium railguns work worse. It is time to rework railguns.

I do agree that something is needed to address the poor performance of hybrids but... I agree with Herschel's assessment.
Look at the gun stats. Look at the ship bonuses.
If the guns match up properly but they fall out of line depending on the ships they are fitted on, fix the ship bonuses and not the guns.
Tweaking ship bonuses is a bit easier to live with than adjusting baseline guns. That can be applied on a ship-by-ship basis but guns... As you say, 50% of the races favor hybrids for their weapons. The potential "oops" of adjusting the guns is far higher than fixing the ships they are fit on and such adjustments could be rolled out "over time" instead of a gun adjustment to optimize how the ships use their weapons.

I daresay Rails need something to compensate for the fact that they require BOTH capacitor to fire AND ammo (and can't insta-switch), they need a DISTINCT advantage over lasers and projectiles, and right now there's none.
They can't change damage type DPS output is poor to middling Alpha is nonexistent The entire medium rail line is a joke Range is slightly longer, which doesn't make a difference in mediums, and makes no difference past 150+km when enemies can just warp to your wrecks.
Oh well, I get my Zealot in a week, so I won't have to bother with em soon enough.

Let me guess :) - projectiles do not consume CAP - projectiles have ridiculous PG requirements - considering selectable damage type projectiles have almost the same DPS as Hybrids - having all these advantages projectiles simply have longer range

railguns are unusable right now. least alpha, least dps, worst capacitor, terrible clip size, awful tracking, all for what? slightly better optimal? WTF.
compare to:
artillery: awesome alpha, good dps, good range, excellent falloff, no cap use. lasers: good alpha, excellent dps, excellent range, excellent tracking, instant ammo change.
railguns are worthless right now for every ship that is designed to use them (and in general too).
railguns use just as much cap as lasers yet are inferior in EVERY single way. make them high dps, keep low alpha, long ranged, high cap use. that would be at least make them unique in comparison.
