I have 3.6million SP and my corp is in 0.0
We go ratting, do plexes and whatnot, but it seems to me (and my corpmates) that I do very poor damage and am unable to tank for long periods of time. I CAN NOT solo BS in belts and always need to tag along with someone else. I am comparing myself to two other members of my corp, 1 has 4.4 million SP and easily tanks and handles rats in his Drake, the other has less skill points than I do (started playing about a month after me), but handles rats and plexes with ease in his Cyclone.
This is how my ship is setup in game, am i fitting the harby wrong? or am i attempting to handle more than i should be?

Try upgrading to a Battlecruiser until you get more skills. Assault Frigs can solo BS, but it's not always easy and the Harpy doesn't do that much damage anyway....

We're talking about the Harbinger right? Judging by your link, you have more of a PVP tank than a ratting tank. Your huge buffer is great, but more heat sinks/hardeners and less plates might be better against NPCs. Comparing to a Drake isn't really fair, because the Drake can easily sport a huge regen tank with minimal skills.
The Harbi is a fantastic boat. Ask your corpmates for some fitting advice.

Without looking at the fitting: When ratting or doing missions the main thing is to add as many resists as humanly possible while leaving room for damage mods and repairer.
Against Angels a MWD, double shield extender + resist is infinitely better than anything armour based .. need the extra heat sinks to punch through the rat resists anyway. Against pretty much every other rat, 2 specific hardeners, a damage control and repairer should suffice. If rats are gun based use an afterburner to tracking tank them.
Caveat: Guristas are not recommended prey for laser boats, between missiles, damage type and ECM the tanking becomes a nightmare .. at least in sub-BS ships against BS rats.
PS: Nothing wrong with ratting together with others until you get used to it and learn the tricks. We all have to start somewhere

If you're fighting against NPCs a buffer tank is only sometimes useful. The slots you're filling with armor plates could be armor hardeners or resist mods - you'll take less damage and your rep will be more effective. See if you can manage with just an afterburner instead of the microwarpdrive too, then replace the cap power relay with a heat sink. Flying without a damage mod is something you should do your best to avoid.
Might want to change the rigs around also. Try some energy weapon damage rigs or cap control rigs so you can fit a web in place of one of your cap rechargers.

Also it depends on which type of rats you're facing. If you're in serpentis or guristas space then an amarr ratting ship is the wrong answer. Those rats have very high EM resists and so you will do very little damage compared to your corp mates.
For your tank do something like:
2x MAR (t2 if you can, best named otherwise) 3x rat specific hardners (n-type or t2) heatsink
Also make sure to make use of your drone bay. Using the proper drones will increase your DPS significantly.

Against rats you don't use buffer armor tanks, as you will have to disengage sooner or later, no-matter how good you are or what ship you are flying...docking for (even free) repairs is not time and money efficient.
You need at least 2x rat specific hardeners (kin+thermal for guristas, look up or ask in game for other races, and you should read http://eve-survival.org too. A lot of cap recharge mods are need to keep it going. As you grow into it, you might see that you can do better with a web/2x CR IIs, or even 3x dmg mods and 2x hardeners - or a dmg rig instead of one CCC. Killing rats faster requires you to tank them for less time = effectively a tanking strategy.
One main fault in your setup (Other than the buffer tank) is that you are using the ultra-plain T1 turrets - only DPS makes money, and you need to maximize dps in order to kill those rats faster = make money faster. Use named modules if you cannot use T2. I chose to give you that fitting with meta 3 modules, cause the "modulated" (meta 4 version) is too expensive and the returns are diminishing.
T2 Med Drones are very important for the harbi - and most Cruiser class and up ships that have a large drone bay tbh - almost all races but Caldari do need drones a lot for PvE (and PVP, you say you are 0,0 based so...).
