He started salvaging my wrecks, but when I tried to shoot him I got a pop-up saying that I'd get destroyed by CONCORD so I didn't. I petitioned CCP and apparently this isn't a bug since he hadn't looted anything. I also petitioned him for griefing my quest but I was told that entering other people's instances is also allowed.
I continued my quest (Damsel in Distress). When I destroyed Krull's pleasure hub the griefer stole the Damsel and tried to sell her back to me. Not wanting to encourage such grief tactics I petitioned him for griefing my quest and was again told that people are allowed to enter my instances and steal my quest items!
To make matters worse, I fired on the griefer after he stole the from a wreck. He got away and came back in an Armaggeddon. He defeated me and ransomed my Raven for 50 million ISK. I don't want to encourage griefing so I didn't pay him and he destroyed my Raven.
Now, what I want to know is this: why does CCP let people enter my instances? Why are they allowed to ruin my quest and salvage wrecks that I made? Where is CONCORD when people engage in grief tactics like this? Is there any way that I can get them to stop? What should I tell CCP in my next petition?

You got only one thing wrong: stealing a quest item doesn't flag you for pvp, so shooting at him would have resulted in you being concordokened. At least the last time my mission loot got stolen, the guy didn't get flagged.

Welcome to EVE. This is probably not the game for you if you have to ask questions like this. EVE is not designed to be fair. You either live with it or stop playing.

He stole from a wreck too. Not just from a white diamond cargo container.

Greetings:
Welcome to the world of the ninja salvager. It is allowed, it is within the rules. The best you can do is get your corp mates to help you out or otherwise ignore the salvager.
To protect against mission items you must retrieve, try to be the first one to the mission item. BTW, two wrongs generally don't make a right. If you purposely try to annoy the ninja, they will most likely purposely try to annoy you.
So in the worse case, ignore them and finish your mission.

Ccp supports ganking. In this case the ship loss was your own fault. If you shoot a thief they gererally come back with something bigger to swat you. Result is thieves can run about stealing and can do little about it.
A partial solution would to add a sec status loss for theft in hi-sec as theft is a crime. Been suggested but not implemented as ccp supports theft.
Taking mission objective and then puting it up for contract/ransom - is a tactic ccp supports.
Hi-sec Ganking miners - ccp supports Hi-sec Ganking new players? Well this is much like ganking miners so ccp probably supports. Go to a system that players start in, take a bunch of frigates/destoryers etc (freighter load good), swat new players like flys following ccps policy of supporting hi-sec ganking.
Take the recnt event Hulkaggedon 7-14 Jan where the whole point was to gank as many T2 miner hulls (Hulk/Mack) which given ccp's handling of insurance dont pay a fraction of their cost, but on the ganker side the insurance can pay out more than the ships value ... insurance ... working as intended. They even gave pointers in how one could gank ... and over 10 bil on offer in prizemoney?
A solution to the insurance exploit, fix the payout which ccp has known about for years, dont pay out insurance to concorded ship losses. T1 ships paying out more than cost and T2 ships paying out close to 1/10th the value aren't very equitable.
Since this would discourage hi-sec ganjking ccp won't do it. Ccp also supports miners, hence they advertise gankfeasts like hulkaggedon.

Oh, KWyz - Hulk Insurance worked like this: you (hulk pilot) paid them (HIC) to come and "guard" your Hulk during Hulkageddon to ensure that Hulkageddon pilots wouldn't suicide gank you.
Whether they achieved this by blowing up your hulk before the hulkageddon participants got to it, I do not know. Perhaps the business was simply a scam. Hulks are paper thin and thus are easily one-shot by a sufficiently large gathering of Catalyst destroyers, there's no way you can "defend" a hulk from a suicide gank.
So based on the content of the post, and the background of the guy posting it, there is absolute certainty that it is, in fact, a troll post.

Some "pirates" probes you when your at a mission. He will salvage and take loot just to make you angry. Then you shoot him, the thing is that if he is not flashing red you cannot shoot him. To bad you did not get the Damsel. Next time you see somebody warp into your mission, focus on shooting all the salvage that is close to him and he will get bored and start irritating somebody else.

Ok, still iŠm not sure if itŠs a troll or this is a bought toon, if so, you obviousley have no idea how this missionrunner vs. ninja thing works. A few hints...
When a ninja is entering your mission and starts salvaging your wrecks this is how it could work (or not if ninja is more pacient than you).
Start shooting your wrecks, you wonŠt get the salvage, so donŠt let the ninja have it. You have no killrights from ninjasalvaging, so donŠt try to shot the ninja, youŠll get concordokken.
DonŠt EVER convo the ninja, donŠt start crying in local, and if heŠs trying to convo you, decline, there is only one thing those ninjaŠs like more than your salvage, itŠs your yelling and crying.
Try to warp out of the mission scene to give rat aggro to the ninja, do it several times. This might get him bored as well, maybe he leaves. This is especialy good working in difficult Lvl4Šs, when you shoot the trigger and warp off.
When a ninja is starting STEALING from your wrecks (i.e. taking loot from one of your wrecks) and youŠll have him flashy red, itŠs up to you if you give it a try or not. When you can pop him, ok. When he can get off, ok as well, as i wonŠt assume you having a scrambler and webber on your mission ship. Either way, now itŠs time for you to run, he WILL be back in a ship that CAN shoot your mission ship.
When youŠr in a mission like damsel, where you have to bring the mission objective to your agent, donŠt finish the mission. Go and do something else for one or two hours, than come back and finish the mission.
When everything goes wrong, and heŠs got the damsel (or else) DONŠT pay ransom if you can stand the hit for not completing mission - DO NOT EVER PAY RANSOM!

TAKE ALL YOUR STUFF, PUT IT IN AN INDUSTRIAL AND SHUTTLE IT BACK AND FORTH UNTIL YOU HAVE NOTHING LEFT. THEN SHUTTLE ALL YOUR SHIPS TO YOUR NEW HOME BASE.
