What is better 5860 armor with 598 reinforced defence efficiency or 11110 armor with 241 reinforced defence efficiency

If it's for mission running then the high defense efficiency is better. If it's for PvP you will, most of the time, be better off with a high buffer.
What are you planning on tanking?

Well I'm trying to get to level 3 missions if that helps. First setup has the hardeners that I would switch out for the mission and the second I wouldn't need to switch anything out. Any input is much appreciated.

Go with the hardeners for missions, leave the plates for PvP.

If you're new to missions I'd say you're best off with swapping out hardeners.
If you know the missions you'll be heading into you might want to cut down on some of the tank and fit damage mods or maybe an afterburner.
Plates are normally not a cool idea for mission running.

yeah i tried the ab but I went unstable with the cap (still have lower skills on the char). I'm gonna try it with the hardeners see how it does. My guns are not really doing much right now with low gunnery skills so the drones are doing most of the work. Consequently I can get any cap rechargers out for drone mods.

Rats don't last forever, so neither does your cap need to last forever.
Also resists > plate for this, resists multiply your reppers effectiveness.

For PvE, efficiency is king. Go with the hardeners, and try to be at least somewhat cap stable. The reason is that you are going to be sitting in one place, taking X amount of DPS for a little while. If you have to warp out constantly, youll be there all day.
Leave the plates for PvP.
