So i thought about.. So i got this new Char, and 2 billions to spent on it.. So i was wondering.. Should i go for all the learning skills at the start.. Or what? I Dont know yet what i want to do with this char..

As long as you don't know what to do with the char stick to must-have skills. Learnings, fitting skills, cap skills, drones ------ I'm just a lonely pirate on my way to ascension |

Then why are you creating it in the first place ?
If you really MUST create a new character even if you have no clue what to do with it (which is pretty silly, if you ask me), then yeah, finishing up all learnings to L5 (except advanced charisma, leave that at L4) and going for L5 cybernetics, plugging in +5 implants (with at least a +3 in int/mem before maxing cybernetics) before you finish up the learnings would be the best early course of action... giving you around 2 months or thereabouts to decide what to do with it.
You'd still have to decide what you want to do with it sooner or later, since what exactly you want with it would also influence your remap strategy early on (IF you'd even remap at all instead of putting that always for later too).

check out the character bazaar should be able to get a pretty interesting character for 2bil

Its because i had a HULK pilot i just sold, and because i found Mining extremly boring... So its going have something to do with PVP or PVE :)

If you plan for being around for more then just a few months, do as much learning skills in the beginning as you can stand, at least to standards at lvl5 and advanced at lvl4.
Then, as already mentioned, do the basics, including all rank1 skills of engineering, electronics, mechanics and navigation to lvl5.
When you have done that all, you've been around long enough that you get an idea what you want to aim for, and can start for developing your pilot accordingly over the next two or three years.
