Currently the balance of weapon disruption between turrets and missiles is very one sided. On the turret side you have tracking disruptors that are rather effective and used widely throughout the game. However on the other side (missiles) you have defender missiles, which are widely known to "not be very good" (to put it mildly).
I propose scrapping defender missiles and replaces them with flares. Flares would have their own launcher created as to take up a high slot, making the choice to run a flare launcher more of a permanent decision rather than something on the side. After all you can't put tracking disruptor scripts into a sensor dampener or ecm jammer.
You all know how flares work in real life so imagine something like that as to how it would look/work.

This will just level the playing field. Supporting.
I would propose this system does not affect rockets. Which would give those a little boost (Any THEY need them).

Defenders attack (intercept) a target, this target is pre-set at the time of launch, missiles also work the same way. Now imagine adding extra calculations when the missile has to change target and subsequently its course mid flight due to a flare going up. Now multiply this by X for fleet ops - Mega lag. Currently, a missile flight path only needs to be re-calculated if it's target changes course or speed which does not happen nearly as many times as it would if countermeasures like flares were used.
