Is the Caldari Navy really interested in administering the largest trade hub in the galaxy.
Right now people in good standing with the caldari state pay lower taxes and brokers fees at Jita, it's a small bias, and one that favours one faction over another. So have the interbus come in and take over the station from the Navy - interbus as a 'faction' is generally on good terms with all the hi-sec factions so all hi-sec pilots will get positive standing with the interbus through derived standing. Plus, from an RP perspective the Interbus is the most logical organisation to run a trade hub of this magnitude.
And maybe... we could get an LP store while we're at it.

It's in their interests to make money off it, they're a Navy, not setup for managing this kind of mundane stuff, so instead of wasting their trained officers time shifting freight around they can outsource it to an organization which already knows how to do all that well.
Just think about governments are quite happy to outsourcing the running of things like Prisons because of the (questionable) perception that the free market can do things better.

Id say no for the simple fact that the players created the jita hub. If ccp had singled out and made jita the hub then id say yes.
You can always try to shift and make a new trade hub in your factions systems, and if you do may i suggest lots of weed and good luck with it.

There's a hub in each region of empire space. Some of them are just way bigger than others. Rens, Jita, Amarr, Hek, etc. They're all hubs. And yes, I would say that CN is very interested in running the Eve equivalent of the NYSE, due to the fact that we Caldari are greedy capitalist bastards.

Doesn't this bias towards standing with caldari factions mean that there are a bunch of pilots grinding standing with Caldari corps and therefore increasing the supply of caldari LP store products? So this pushes the price for these things down leading to reduced income for all caldari mission runners?
Interbus being contracted to run Jita 4-4 would be a win for players in general and make complete sense from a RP perspective.

Except that the whole notion ignores free market movements. Changing Jita 4-4 to another corp (or even all of Jita to another corp) would just mean that traders would move to another system where they can better control margins in a CN station. Players would then follow the lower prices and create a new Jita equivalent. One of the systems around Jita would be the most likely candidate (like Sobaseki for example), which would disrupt traffic flow as it did before CCP added gates to allow passage around Jita without actually going into Jita.
TL;DR version: It won't work as intended due to free market forces.

I suspect that jita has too much inertia to go elsewhere, besides, beyond the RP justification, the whole point of using interbus is that it has positive relations with all empire factions and therefore everyone who's every missioned for an empire faction will have positive standing towards them.
Wasn't the original Yulai trade hub run by Concord?

see the QEN. it covers why yulai was the trade hub and why it isnt the biggest trade hub anymore.
It had nothing to do with the corp of the station.
