So, why are there "cents" in prices. Most games I have played dealt in whole numbers. Why the numbers to the right of the decimal point?

In all seriousness, probably because there are percentage-based taxes and fees in EVE, and they didn't want to round as much.

Because some things are valued at less than 1 ISK
If it makes you feel better, the game interface hides the last 2 digits. The database stores amounts with 4 digits after the decimal place, but the game only shows 2.

Consider tritanium - the most basic building material in the game. Its price is only a few isk per unit. If there were no cents there would be no way to compete on the market with other sellers and buyers since you could only have to change the price by (relatively) huge amounts.
Actually the game was just like this for the first few months. The result - high volume, low price items like minerals had very little to no profit.

This - a cent on a unit of Tritanium doesn't mean much - but when you're buying enough tritanium to build a few dozen battleships or a couple of titans, it makes a lot of difference.

Gold = 1 Silver = .1 Copper = .01

Money systems don't drop the cents, they drop the dollar equivalent.
Yen, drachma, and so on. You need the cents, you don't need the dollar. If currency is measured in whole units, then the value of the unit has to be small. --
EVE is about balls, brains, and paranoia. SP comes in a distant fourth place. |

The game didn't have cents at release.
However, it meant that the price of low-end items such as tritanium didn't fluctuate at all. So the decimal point was added and the price of trit could finally move.
