I agree. In a fight there is no knowing if one survives or how much DPS is coming in in advance. A shield tanker will then have less armour resistances than shield resistances, and often no way of repairing the armour.
I do understand the argument of the lowered shield recharge rate with TSM at 5. However, when the shield falls below 33% then it is the end for any passive shield tanker as your opponent obviously produces more DPS than your peak shield recharge! At 25% you then either bleed shields or armour, and if one cannot get away then the question of which is better does not arise - your destruction is near.
Only if one gets away can the shield recharge itself, the armour cannot.
To understand this logic does one first need to comprehend that the armour bleeding takes place (at 25%) below the shield's peak recharge rate (at 33%). --

I have no difficulties believing your observation, but you also need to account for the randomness in the damage and make a series of tests to show that the measured times are in fact comparable. For instance, one single "wrecking hit" more can explain the difference. You need to show this, too.
If TSM at level 5 does indeed make all shield tanks weaker, then it is a bug and CCP needs to fix it. I am not saying that it is a bug, or that it is not, but it is without a doubt nonsense to train a skill from level 4 to level 5 and end up with something weaker. --

Nothing wrong with having ideal conditions. If it can be shown that TSM at level 5 is useless under these conditions then it is a start. And who questions the existence of factors minimising the effect? What is being questioned is the lack of a gain from training TSM to level 5.

1) The OP made a test and I choose to believe him. 2) More tests.
All you need to do, Estel, is to proof that there is a setup where TSM at level 5 allows you to take more damage than with TSM at level 4. --
