Sorry if I'm asking a simple questions, but where can Covetor / Retreiver BPO's be purchased?

Outer Ring region.
If you can get past the 23/7 gatecamps.
Enjoy. --------------------------------- Regarding high-sec mining:

If by 23/7 you mean, 4/2, then yes, those gatecamps are there.

OH GOD INTERNAL AFFAIRS DON'T BAN ME.
Seriously though, that pipe generally isn't camped, you can run ORE bpos into empire with impunity. I did it in a rifter.
edit: for those manufacturing *****s among us, procurers build for what, like 940-950k/ea? They're selling in a few regions for close to 2m per, you should buy an ORE bpo today.

Try trading in a good region. Not station trading, but more like station to station trading. Why not buy goods quite cheap at a market hub and supply other smaller mission running/market hub stations with the goods you bought? The good thing about doing this is you really don't have to update your orders more than 2-3 times a day IF THAT. Your profits should be nice, and it sounds something low key and easy like you're looking for. Just an idea.

Not sure about these BPOs in particular, but before CCP introduced invention they were found in the Cosmos constellations and some of the Cosmos missions reward items required them as a component.
Then, after the introduction of invention the BPOs have seen heavy use, the price has increased and they have been removed from the Cosmos constellations, but CCP has never gone around correcting the reward BPC, so the cost to produce them is totally out of order with the efficiency of the item.
Essentially, the finished item is worth a fraction of the components materials.
Edit:
Just so you aren't surprised by that: several Cosmos missions are broken (and the GMs could help you complete them) and CCP has decided that it is not worth it to spend the time to repair them.

Companion Trollin reclined in his custom leather chair, spreading his hands palm down atop the imported Gallente marble surface of his wide desk. He was once told that a man died while the team had tried to move his desk to his offices. It was incredibly wide and cut from a single block....he could only guess at it's weight. Thankfully someone had managed to clean the blood from it's beautifully polished surface. Tragedy averted!
His memories were only a temporary refuge...he knew that well enough. A glance at the single electronic display being projected in front of him was a cold reminder of the reality he faced. The number wouldn't go away either. The number....his entire screen was full of numbers but only one counted.
600.
"Mr. Chairman, sir. Um...Director Setrak Dark has requested a word with you. He says it's about a new proposal to bring more lulz to MD. He says the Board is concerned about the continued ability to leverage the forum for entertainment purposes." Companion Trollin sighed. Damn that Setrak. He tapped the small comm panel and gave a terse reply, already annoyed with his new secretary, "Ms. Liberty Eternal...I shall have you jettisoned out the dock if don't start telling people I'm busy when I say I'm busy!"
He glanced back at his screen and the number stared back; 600.
He closed his eyes for a moment, trying to sense being adrift in deep space. Sometimes he could swear the thrum of the engines would tease his senses....engineering denied it of course. They argued that the distance between his offices and the main engine was too great. Apparently no one should be able to "feel" the engines of a Titan-class yacht past the mid-point of the hull.
600.
Months ago he would have been happy to see the number, but now he was worried. The Forum was becoming too popular, too fast. participation was beginning to accelerate faster than lulz....changes had been made of course, thread ****ting and general asshattery....but still....
How could MD grow past its current stagnation?
"Mr. Chairman...I'm....I'm so sorry...I....there are some people to see you, from the....um....Government." It was that insufferable secretary again. He briefly considered smashing his comm console in frustration. Companion Trollin practically growled. "The Government?!?! Which Government?!"
"Um...I think...all of them..."
"Tell them I'm busy."
He stared back at the screen, his long term strategic thinking drawing the number from 600 to 900. What then? How to grow? Growth was essentiall....if he ever wanted to influence the larger economies of the Empires....he was going to need more money.
Alot more.

Riethe relaxes in the pod goo as his Taranis slides into dock. Calling up the commands to get transferred to another ship for the next leg of his journey, he takes a moment to check on his EBANK account. He can't help but feel that having money in the bank isn't just an investment - he has heard that the board has plans, bigger plans. He can hardly wait to see what they manage to do next.

Ok thanks heaps for clearing that up. Just one more question. Does the agent quality affect the standing % gain for each mission. IE, my current agent is a lev2 qual -16. The best corp gain i get for a normal mission is 0.619 for silence the informant. If i was to say change to a lev2 qual 13 (which i can use), would my standing per mission rate increase to a higher percentage?

edit: Just to **** with certain people's ORE BPO import businesses the Orovolle pipe isn't camped as often as you'd expect, you can run Procurer, Retriever and Covetor BPOs back into empire with relatively low risk most of the time.
That's the route i used to take when i got these to empire. These days not worth the time to me because the profit usually isn't what it used to be but i agree it is verry easy to get these to empire.

To be completely honest, I really have no idea. If you're trying to imply that i'm a carebear b/c you needed a little attention (and hence a hug), you fail terribly at it. Check my killboard record bud.
ITSAssassin hugs Riethe again for his failed attempt at a comeback. I see a trend coming on.... You=lose, me=win. G'day sir
