I was thinking about this the other day, and thought it was an idea to put here.
As far as I am aware, and I appologise if this is incorrect, but the capacaitor is one large battery used to activate the modules on the ship. Thus, it makes sense that this capacitor is being powered by the same powergrid that powers and runs the modules that use it. The powergrid that you see when you get information for a ship is the powergrid availible to modules, not including the powergrid that has been set aside for capacitor recharge. Thus, it makes sense that if a powergrid is not being totaly used by modules, that the remaining unused powergrid could be used to decrease the capacitor recharge time by a small amount, say in the region of 0.01 seconds per unused powergrid, or perhaps a similar percentage rate.
And that's my idea for the day.

No. CPU and PW only affect fitting. And that is probably how it should remain. Doing this I think would create game imbalance.
It's a novel idea though.

I agree with Jerid on that. Caldari would pay the cost particularly since shield fittings use more PG while armor tanks would always have plenty of PG to spare since they use more CPU. Armor tanking is already the preferred system for PVP, this would serve to make it completely OP while gimping the already weaker shield tank at the same time.

Fixed it for ya.
Any way conceptually this is a cool idea (for another up and coming game), to choose where the power of yoru ship goes, take some from engines, boost shields or whatever. but it dosnt belong in eve for the simple fact it would destroy any sence of balance in the games. Pretty much, cool idea but would need to have a complete and total redoing of eve which in its current form i do like.
Let us not forget Star wars when they did that wonderful major change.
