By definition then GMT is fixed. Britain is on GMT during the winter but on BST (British Summer Time) during the summer; and BST is defined as GMT+1.

At least we all use the same time zone. Not only is the US split into multiple time zones, each state has the option of using daylight savings time or not. And not every country does daylight saving time. Iceland, for example, doesn't. Probably something to do with the fact the sun rises at 03:10 and sets at 23:52 this time of year. Without really getting dark in between. And not China, India, Russia; in fact the majority doesn't use summer time.
