My noobish question is this...Is there a setup to make a Thrasher Class Destroyer competitive?

Thrasher is a great little ship, and arguably the best dessie around. Not that I'm biased or anything ----

[Armour Thrasher]
400mm Plate DC
MWD Web Scram
7x 150mm or 200mm T2 ACs (depending on fitting skills) Small Neut
Small Projectile Collision Rig Small Projectile Burst Rig (Could swap this for 2x Ambit Extension rigs)
Bring Barrage, RF EMP and RF Fusion
[Shield Thrasher] DC Gyro
MWD Med Shield Extender Scram
7x 150mm or 200mm T2 ACs (depending on fitting skills) Small Neut
1x Anti-EM Shield Rig 2x Extender rigs or 1xExtender/1xAnti-Thermal rig
Again, bring Barrage, RF EMP and RF Fusion
A little more eHP than the armour tank, and it's faster, but you also lose out on the web.
There are also a few arty fits out there which can insta-pop or two-volly most frigates, but they tend to be glass cannons. Really nice for camping bubbles in 0.0, though
They aren't really a solo ship (a little too slow, IMO), but they are excellent in fleets. Destroyer fleets can put out some serious hurt, move quite quickly, and are dirt cheap to replace. Or if mixed in with other things, they're great anti-support boats for raping frigates.

you can camp the warpin points of lowsec plexes (both beacon area outside the plex (no mwd) and the bit after the first keyless gate) with a thrasher and it's very funny. just make sure you grab em hard else the angular will go up and you'll die, glass cannon indeed haha.

referencing bold part. my thrasher fit is similar to the 2nd fit you have. volleys misson frigs in 1-3 (depending on ammo type). non tanked player frigates are 1-2. tanked frigs i dont know. 1600 shield on a thrasher is nice :)

Good luck with those 2 fits. You'll get torn up by any Arty Thrasher that has any idea what they are doing. You have a bit more buffer with the AC fits but you'll still get ****d by anything that would **** an Arty Thrasher. I've soloed cruisers, BC's, other Destroyers and of course frigs with my Thrasher. My setup is no secret either. You can look up the fit and stats yourself.

This is close to my fit. I go w/ a MWD, Tracking computer w/ tracking script, and a named TP for my mids. Two ancillary current routers and a collision accelerator for the rigs. It tracks like a god.
The small turret damage implant for 3% goes for under a million isk. The 1% all turret damage implant goes for 1.5 million isk. Combined with RF emp/fusion I get close to an 1800 alpha. If you need a point your alpha clearly isn't high enough.

(no rigs yet)
...so far this is working well for the L1 missions in the Eljoi system.
