I want to make a new Ammar character(Since i deleted the one with the 1m Sp to ask a gm to revive an old character but he now says its impossible because now that they changed the characters to start with only 50 sp points you have to make one from start so they take your money from monthly fees that you need to train the basic skills, nice another money greedy company) Anyway i have around 40 million that i can use. Was thinking about leveling cybernetics to lvl 2-3 because implants cost a lot and i want to use many a 2-4+ brain stat. Then changing all my brain stats to the stats that learning skills need and spam all of those skill to lvl 4. And after that balance the brain attributes so i can learn other skills too. So what attributes those learning skill need? and what cybernetics lvl i will need to get good implants to help at general training?

sigh, there are several posts about this just train Cyber 1 plug in +3's train memory | Int | learning to level 4 | then advanced memory | int to level 4 then train the perception | willpower ones,
however - during that time do the starter missions and then add a few still to fly the amarr frigs you get from the missions and the skills
it is a waste to spend your 1.6 mil double speed training on pure learning skills - enjoy the game 1st -- | Capital |

Where ignorance is bliss, 'tis folly to be wise.
Your lack of understanding of the most recent incarnation of the starter skill system is phenomenal.

100% speed skill or not, you still need 1 month to reach the skills that someone had before when creating character! That just 1 more month from each player for ccp, and thats a lot of money

And you realize that after 6 weeks you will have caught up to the amount of skills you would've had if they hadn't changed it. That means you catch up before your 51 free days on a new alt is over.

you need more time to reach the skills>more money for ccp. I dont see why people are trying toa argue.
Anyway how should i balance the attributes after all learning skills expect charisma are on lvl 4?

My better judgement says you're a troll, but on the slim chance that you aren't: Your first 1.6 mil skill points are gained at twice the normal rate. You start off with less skills, yes, but with the training bonus it evens out. You waste less skill points this way too. If you're going for a combat character, you won't erroneously start off with mining V or have to deal with similar situations. You have direct control over your skills from the start.
As for how to remap your attribute points, that will depend on what you want to do. All we know right now is that you have devalued charisma (probably not interrested much in trading or leadership) and are Amarr. Give a rough idea of what you want to do and people can help you more. Based on what you have said, I'll assume you're planning on doing some form of combat, so I'd focus on perception and intelligence (I wouldn't neglect memory or willpower though) as those will cover many of the support skills you need for a new character and allow you to get into new ships at a reasonable rate.

First off, you need more time to reach 1.5m sp yes, but 1.6m takes the same. Also How many people do you know how deactivates their account when they reach x number of sp?

Yes, there's not a lot more that can be said other than training Mem/Int/Learning (one at a time in that order) till you hit Lvl 4 in Mem and Int. At this point you can either train Learning IV straight away or just go straight to Eidetic Mem/Logic.
Either way, from what I can tell, there doesn't seem to be that much of a benefit from training Eidetic Mem/Logic to 4 before starting to work on the Perception, Willpower and Charisma (if you want Charisma) skills. For most subsequent skills that follow, you're really going to be hitting up the perception and/or willpower attribs anyway so until you start hitting higher ranked skills (like specializations), it doesn't really pay off to have the Eidetic Mem/Logic skills at IV. Of course this is all to do with the 1.6mil training bonus.. and how to use that the most effectively.
Once you've reached level 3 in all of the advanced learning skills (and of course level 4 in the basic learnings skills, should go without saying), I would suggest it is time to work on the skills that are going to help with your chosen profession. Spending any further time on these, DURING THE 1.6MIL BONUS, provides a diminishing return.
