First of all, your RL example is poor. I know many areas of the "civilized" world that would be considered low sec. Take my hometown of Atlanta, GA for example. You try strolling through College Park at 2 am and see if the cops come around to save your dumb nutz when the boyz decide they like your shoes and wallet.
The part about 0.0 and NAPs and changing security status is just the kind of crap idea that the Devs would get after reading this post... are you a dev?

My $0.02
* If it's under 0.5, there's a huge number of players that won't touch it. An unacceptable number to CCP who needs to cater to ALL of it's players. That includes those with no clue and a brick wall of fear regarding PVP.
* If players were able to get into lowsec and move around with the chance of PVP but without the chance of getting fleet ganked, this number would rise.
So my sugguestion would be similar to some of the ideas in thread. Isolate the 4 empires with a few jumps of lowsec between them.
Then change the mechanics of lowsec. In these borders any aggression with more than 2 players will spark a concord intervention. That includes RR. A 10 minute timer dictates this term to prevent stalemate griefing, and will also end after 30 seconds of ceasefire. Now not only do pirates have to think critically about what ship they fly but those ultra-soloist players have a playground all their own and can shoot pirates. The existing balance between ships will keep things in check.

I think you can get some separation without having to screw over the people who prefer high sec too much... while still providing some opportunities for profit, etc.
Placing a clear high-sec route between empire 'hubs' would be fine... just make them the long way 'round. If you want to zip from one to the other in minimum time, they have to nip into low sec.
It'll push the number of people heading into low/null sec up, while still maintaining a safe(r) avenue for those who are a bit more risk averse.

Edited by: MicroWarpdrive II on 15/04/2010 04:10:41 as a pirate, i honestly don't want to deal with people getting forced to come through low-sec, or the ridiculous blob of an alliance that would camp the 0.0 between the empires. i understand that this profession doesn't have easy victims stumbling into low-sec 23/7. in fact, it's the exact opposite, being wrought with blobbers and the like. and still, i don't think i'd ever want it to be like shooting fish in a barrel because everyone and their dog would flood into low-sec for kills. piracy to me is eve on hard mode, and i want the game-play to stay like that.
now that that's out of the way, on to some solutions i think *might* be useful...
I think a much better idea would be stretching out the route you need to take between empires if you decide to fly through high-sec. this could be done by introducing more low-sec systems in place of the old high-sec routes, and introducing some extra low-sec systems between all of the empires. if done right this could make the trips much longer through high-sec.
now, the pro's to going through low-sec would be a much faster, shorter route. this would increase the profits of the adventurous hauler/trader (who would have multiple routes to traverse low-sec because of more entry points, ie. higher chance of evading gatecamps), it would increase activity in lowsec in general, it would increase inflation in other empire markets (more profit for traders, new and old) and just maybe even open up new niches for professions/corporations? (perhaps new mercenary work, new and challenging levels of piracy and reasons for high-sec dwellers to invest into lowsec?)

Not that I don't like the idea, but it has a few down sides...
1st - For a quite long time it'll be far harder to live in any other space than caldari because of little population. 2nd - All the noobs needing cheap ships and modules will settle down around jita, at least for a very long time till the foreign markets will grow. 3rd - Minmatar space would practically die out. You have loads of caldari pilots, quite a lot of amarr and gallente. Minmatar pilots are a minority.
I can feel that I'd love to move to not so crowded high sec.
But I'd really think that it would be hard to make 0,0 or low sec between empires. All the assets, characters, etc? Would the be teleported to high sec space? Or stay there where they were? Or maybe there would be a new wh-like eruption and new solar systems would appear? who knows?
BTW, wouldn't that make the universe a bit like WOW? With the evil empires on one side and the good empires on the other? Naturally in eve it's hard to say who is good and who is bad (not many people can swallow that gallente are the only good force in the galaxy and all other empires should pay us tribute and worship us)...
The main problem would be limiting trading - it'd be impossible to earn money without a JF or transport ship with a cloack or something with trade and that'd completely eliminate noobs from the trans-regional trade.

i am not sure if it allready has been mentioned but i believe ccp had an idea like that in the beginning but they never mentioned it anymore. i geuss the idea landed in the archives.
i personally would think it would make eve far more interresting specially with the new wormhole system in the game that would make very interresting way of traveling between empires instead of traveling actually in the lowsec/0.0 space itself between the high sec regions.

I like the idea and remember it being suggested before.
There should be 0.0 space between amarr+caldari - minmatar+gallente and low sec between amarr-caldari and minmatar-gallente. Just to reflect the faction relationships... FW is between amarr+caldari vs minmatar+gallente. Direct hisec to hisec jumps between 2 factions should not exist(only hisec-lowsec-hisec). There should be multiple crossings with 1 losec jump to prevent one choke gatecamp system.
I also think the extremely long jumps should be removed to make eve a bit bigger.

A few threads down is "Drive Ppl out of NPC-Corps" which is the same. Since some time these pirate whining threads outnumber the "stop ninja salvaging" threads. Both of them pi** me off.
Tell you what i do. I will do a count from now on for 6 months and than announcing the winner. Carebears or Pirates.
Oh, btw, won¦t happen. Carebear mass emo-rage quitting if. Thats why this is¦nt moved to Assembly Hall. Let it die. RIP

I think a border zone between the empires would be fun... I'd make the following compromises though:
1) "Gates" that skip over all the lowsec between the empires that only allow frigates-class vessels and below through - this would allow new players and those who prefer hisec to move limited goods and themselves in a risk-free fashion.
2) Cynos don't function (obviously due to deadly magnotronic resonance fields) in these between-empire lowsec regions. Sucks, but you can't argue with physics.
3) Lowsec regions would have no taxes for buy/sell orders.
4) There would be permanent wormholes leading to a couple wh systems that connect all the empires, but only allow frigates and below through... a fun pvp zone that you can risk if you're in a hurry or if you just want to have some good dogfights.

So true. Another round of "balancing" because the game doesn't work for some people? You want to make nullsec more fun and more profitable, but you also insist on NBSI policies that make the non-pvper's decide not to go there. Stop killing the carebears who dont want to join an alliance and they will flock to your space.
To the OP, the EVE universe and the different areas are designed the way they are to simulate the outward expansion of the races from their homes through exploration. If anything the EVE universe need more nullsec added to the outside of the galaxy to simulate further exploration. Think of a toilet spinning and moving water outwards and you get the idea... figuratively and literally.
