I used to be a miner, so I've got about a mil hung up in mining related skills, but I've also got all my training skills done, caldari frig4, cruiser4.. Minmatar frig 4 and a lot of navigation skills. I've heard jumping into a raven is a good way to get L4 missions done, but I also know missiles are all kinds of useless in pvp. I'd be most interested in being able to do some l4 missions to get a nest egg started and PvP in frigs/cruisers... Don't really want to start learning with the expensive stuff...
Any recommendations for which ships/race of ships I should aim for/change to?

A Drake is good for missions and PvP (missiles aren't all bad), but Minmatar battleships are really versatile too. Another thing to note about missiles is that the skills you get for them are REALLY useful for stealth bombers, particularly torps.
My corp is recruiting mission running/PvP pilots, and we're always happy to help out with fittings/standings etc.

Stealth bombers Drake Sacrilege Vengeance (rockets suck but its armor and cap recharge bonuses make it good at holding points) Cerebus Caracal (great anti-frig platform)

My problem being that if I'm using missiles in PvP, I'm just making it harder for myself in the long run. That being said; Stealth bombers from what I've read require Missiles rather than guns.
Are they actually a viable focus for PvP? Or is it something that will bite me in the ass down the road.

Having ISK for new ships is just as important as what you fit on those ships. If lvl 4's are your income source , then missiles are certainly NOT a waste .
I was pure Caldari for a long time , and they have many great PvP and PvE ships. Drake and Onyx are famous for their tank. Tengu is at the top of the T3's. NightHawk for lvl 5's, Falcon for E-War, etc. etc.
My torp Raven will earn "top damage dealer" on many killmails . Its not an accident, that you cant mount 8 torp launchers on any ship. (as you can with gun ships) I recently have moved into a Typhoon and it does even better .Minmatar takes a long time to excel in , but they share the missile and shield skills you might already have.
If you have this pre-conceived notion that missiles suck , try and re-think that. They give you range , which is an asset in most cases. If you still cant live with them , you should pick a ship or a race that you really think you DO like , and commit to it. In the long run , none of your skills are a waiste btw.

Missiles DO SUCK for null sec fleet fights where generally you have the wrong slot layout and when/if the missile hit their target the other player is either killed or warped off already,
But for small scale on gate/belt/mission pvp where everyone is close to each other they are fantastic, one less thing to worry about (Transversal) and being shield tanked they can have some speed, but lack mid slots for Ewar.
Raven and drake are great low sec pvp'ing ships, like someone above me said if you want access to another ship quickly try the typhoon,
