True - 24 hours would be quite extreme. I guess when skill training times range from weeks to months per skill, one day appears short.
Perhaps have a timed penalty with a new skill allowing the shortening of this timer. I was just rolling thoughts that you just "died", your marbles are not aligned straight, and perhaps allows the reduction of a potential blob mentality of returning to the fight instantly by amassing constant numbers. Hmmm, how about a penalty of certain skills are dimmed - that is, you do not loose the skill, but your proficiencies are reduced?

So no combat activity would cause 0.0 systems to raise in security meaning miners in those areas would eventually end up losing their high-grade minerals and superior rats, while people suiciding in 1.0 systems would cause security to drop until a point where suicide would no longer be needed. Lesser amount of combat allows the worst of the npc regions to bring the area down while constant combat between pod pilots pushes those "s****and villainy" sorts away, allowing the security to rise.
Thus a natural high security region looses security with more combat and raises with less combat. A natural null security region gains security with more combat and looses with less combat. So bringing my forces to your doorstep pushes your natural resources away while my areas get to be even lower in security since we appear bad ass.

A dynamic universe:
There is presently no evolution in the game. Hi-sec remains hi-sec. Low-sec remains low sec. Subtle changes to security as concord expands or abandons areas. Gates built and destroyed forcing re-routes through (god forbid) null-sec space.
Also...
Astrophysics...
I want the occasional supernova, pulsar, quasar, black hole, comets, wayward asteroid smashing into a station, and all the havoc that the unknown elements of space provide. Areas quarantined for a day or two because of high radiation storms...etc.
Surviving Space itself should be a challenge.

Scan res implants to work in T3 ships.
R&D implants that work.
No more ships that make other peoples clients crash when they show up on grid.
Delete T2 BPO's or make them part of the game by adding a chance to get one on every invention job.
Reduce Titan HP.
Improve Black Ops jump range.
Reintroduce a variation of the stealth bomber which has cruise missile capabilities.
B&W for BPC / Blue for BPO.
Make the Domi look better.
