Did we seriously need another whiny post on this topic? It's a part of 0.0 life and stealth is working as intended. Deal with it and learn to protect yourself from what you fear. What you are really asking for is freedom to rat solo without worry or risk.... That is not feasible in EvE. If an afk cloaker shuts you down then you shouldn't be in 0.0 anyway.

It's a game, if you fear something in the game you really need to get out more.
I think its stupid to put a timer on a AFK cloaker, some people have real lifes and might need to get to a safe and cloak to do RL stuff.
There is nothing wrong with the cloaking mods, your just trying to find a problem where there is none, there are more things that need touched up rather than a cloaking mod.

The dangers of 0.0 are greatly overrated.
It's so easy to farm, that even Chinese macro ratters do it. It's about as involving as high sec mining, only with more cash. It's mostly thanks to local chat mechanics and log out tricks to bypass gate camps.
Most high sec carebears who fear 0.0 simply have wrong misconceptions, and they could learn alot from their Chinese counter parts, if only they could speak the same language.

Implementation suggestions:
Two ways to fix cloaking: 1) allow probing after some time; 2) decloak after some time. (Amanda Mor & Vorekk)

Although I agree with Amanda Mor (when a player is active, cloaked ships should not be scannable), until a non-defeatable way to detect player presence appears, I'm going to have to suggest: 3) set a maximum limit on cloak time per 'cycle' for ships carrying weapons regardless of player activity.
Here a 'cloaking capacitor' on a potentially destructive ship needs to recharge before the cloak can be made active again, similar to on-lining a module while undocked (the cap needs to be at 95% before on-line succeeds).
Bots could still keep a combat ship cloaked half of the time while a player is away (despite CCP rules bots still happen) but the more time a destructive ship is cloaked, the more time is required to be uncloaked. Docking should also reset the 'cloak capacitor'.

If you want to teach AFK cloakers a lesson, spend a few days teaching your ratters/missioners how to stay aligned, scan for combat probes, PVP-fit and generally be aware of their surroundings. Get them into the mindset that they are not safe at any time, ever.
Then for a few days keep an on-duty recon team in local and send your ratters out to enjoy themselves. Bait the cloaker into thinking he's got a juicy ratter waiting to die then spank him (If you've got a good number of recons to hold him, wait for a dictor to come out and grab his pod to make his loss much more demoralising.)
Do this two or three times and he'll be too scared to uncloak for fear of you're 'AFK cloakers' getting him.
Problem solved (albeit with a little bit of work)

Active pilots cloak again, AFKing will be dealt with.
Device can only be installed at a large POS (so it will cost upkeep indirectly) and can - of course - be destroyed therefor.

I think a buildup of heat in the cloaking subsystems is totally reasonable. It would be slow, and allow any actual cloaked gangs to remain hidden until theyw anted to be seen, but would not allow AFK cloaking in hostile space.

I in no way advocating using macros. However, all this talk seems to suggest that all one has to do is stay cloaked and keep warping every 10 minutes or so.
Could a person not just create a list of random safe spots, then just create a macro (and yes people would create these even as intellectual exercises) to simply warp to the various safe spots?
So basically, all you are doing it seems is encouraging macro users at this point with the idea of require a cloaker to warp every so often.

I liked the idea suggested by Dlardrageth, but here's another one.
First only show people in the local chat who talk. This allows cloak equipped ships to get on with whatever business they were on with out anyone knowing they are there. I've always thought that was the problem with cloaking. Second a device could be created that scans the system for ships and announces their presence, something that could be added to a POS. The owner could then allow access to other ships so they would know that there were other vessels in the system, but not where. That still allows probes to have their function. I could even imagine intrepid capitalists renting their system scan array services to people who fear pirates or to pirates who want to know if there are targets in system.
