If you join faction warfare, you can fight anywhere that you can find a member of an opposing militia.
You might also try asking in the militia chat.

but before you join the FW it says you ll be attacked by the other factions battleships at gates so you want survive to enter someone elses space. Shouldnt there be some neutral systems where there are no battleships at gates for FW to work?

The NPC Navy only defends the opposing factions' high sec space. In low sec it is just players.

oh so the only difference between pirating and FW is that you dont lose standing with concord. btw for lowsec(0.4-0.0) how can you see if someone is on FW do they have a special symbol or something?

Look in your overview options for the default colours and tags under the Appearance tab.
The opposing militia has a tag with white star and orange background, and appear on the overview with a blinking orange background.
Your milita is dark purple (aubergene?), and doesn't blink.

You guys are all complicating it.
Faction War works almost EXACTLY like a normal war-dec. It just has one extra addition/condition: you cannot enter an opposing faction's high sec space without being attacked by the NPC navy. The higher the sec status of the system, the tougher the rats.
For this reason FW mostly takes place in low-sec between the two opposing factions. However, if you are ballsy and rich enough you can do high sec raids and kill unsuspecting enemies while they are doing missions. _______________________
