The trick is get your rolls on the RNG dice.
Other than that....there is no Cabal, there is no trick.

Other than that...its a long hard road of wiping belts. leave no rats in your passes. this increases your chances. Best to do in a system by yourself as other ratters tend to not like peeps messing chains of good rats (me included, good ratting etiquette ensures everyone has a nice isk making day :) ).

chaining rats is sooo ineffective now one has upgraded systems.

Last time I lived in 0.0 right after downtime I would go through all the belts in every system 20 jumps out and 20 jumps back. I was flying an ishkur with 5 hob2s and 3 t2 blasters (took a few mins to kill bs but it worked). Best amount of spawns was 5 faction 1 hauler in about 2 hours. After they changed how the rats spawn in a belt("warping" in to the belts) this wasen't as effective.

well...faction spawns pop everywhere , ussualy when the chain resets (if you dont know what that is...nevermind)
officers , you`ll nead at least a -0.9 truesec system , and the same rule of appearing when chain resets is valid
sidenote : as far as rats are concerned , all NPC 0.0 is truesec -1.0

is there such a thing as -1.0 true sec? thought -0.99 was lowest possible. dotlan shows npc regions have true sec varying same as any other 0.0 region.

yes , there is such a thing as -1.0
yes , ll NPC home regions have , as far as belt rats are concerned , a truesec of -1.0
rating works as following : as soon as you wipe out a chain , the next spawn is either a higher overal value one (as in u pop the criser spawn , u may get a bs one) , or the @chain@ resets , and you end up with the startap spawn (kill off the triple BS one and next one will be cruisers)
Faction/officer spawns occur ussualy at the @end@ of the chain (as in the last spawn before the chain @resets@) , so , in other terms , when u kill off the triple bs spawn that most people want to keep

Both.
Your chance on spotting such special spawn on a fresh belt is based on roll of dice right then. However: - If someone else has already checked the system -> he has already killed factions and none left for you -> Conclusion: Check belts after DT, in operate in deserted area, or kill all spawns to force new die rolls

Remember that very few people bother telling "i checked 3 systems and got nothing", but hundreds people will hear about the guy who found two officers in a row.
Summary about chances : if you checked 10.000 fresh nullsec belts, you could expect to see: - 6000 spawns, about 100 faction ships, some 60 hauler groups and perhaps 5 to 10 officers.
For further reading: So far have seen no evidence indicating spawn chances were related (i.e. no chains ending to officers like Nede*** suggests). Each die roll seems to be unique, with some dependencies to system attributes.

Learn to scan you will make far far far better isk/hour and you will get x type (same as officer) loot from 10/10's more frequently then you will get officer spawns

lots of patience needed for this tbh...have lived in null sec the better part of 6 months. Extensive ratting in 3 parts of it...and just got my first faction just in the last month. Now, a friend signed up with our crew briefly, day 1 in null sec, 2 friggin faction spawns in 2 hours .

Mhhh, thats a big streak of bad luck. If i go ratting, i always go for a lengthy period (4-5 hours) and have at least one faction spawn in that period. Have had quite a lot.
