Ive been told that some 0.0 alliances will allow anyone to travel through their space as long as your not pirating or otherwise causing trouble. Anyone know of a particular alliance that acts this way. Im asking because id really like to practice exploration in 0.0, and if can do it with minimal stress of being blown out of the sky thatd be great.

paxton federation and some of whats left of providence holders are still NRDSI , if you can get to them in one piece =p

There's some NRDS groups in the Great Wildlands as well, but you have to get past some hostile groups to get there.
The best advice for 0.0 is really to learn to go where you want to go regardless of the policies of locals. Null sec is about freedom. If they can't stop you, then they can't stop you.

In the north Solar Fleet and Red Alliance allows neutrals into there space and thru it as long as your not engaging their toons.
been there a few times myself ratting and plexing, they pretty chill dudes. they even have station access to neuts

Yes, CVA (Providence) RIP. There might be something left of the holders, donŠt know.
You can always try out the drone regions, and most you will see is someone warping away when you show up, youŠll be a very lonley man out there as you wonŠt be able to talk to macroes.
And, if not, get some russian lessions.

Joining a 0.0 alliance means being able to pay the price for your stay there. Ships, pods, guard duty, late-night ops and CTAs, all that thing. It's all for the greater good mostly. Mostly.
/sigh I'm so getting kicked out of my corp for not being able to go online due to RL stuff...

CVA and Holders are still in Province. NRDS is alive and well here. We just do not own the stations, and those that do, can not use the stations they are renting from -A- :-)) hehe

Yeah, I've found that most of the older more established alliances that I've been in are quite a pain the ass to get along with. One each of your points I was like, "check, check, check, check, oh and that too."

Remember if non-blue friendly its not always the resident alliances you have to worry about. One time in the area where combat toon lives, we were hunting down neuts (area is non-blue shoot). Caught up to em 1 system out, setting up and our cloaky scout was saying the neut group met another neut group that jumped in system and they were battling amongst themselves. We came in and cleaned up the winner lol. take away point, roaming gang just looking for kills may not care too much and have no grey solidarity going on

Hello Mackenzie,
As almost everyone has said, there is almost nowhere in this universe, where a pilot can come and go as he or she pleases in 0.0.
That being said, CVA and the Holder alliances practice what is called NRDS (not red donÆt shoot). We do this everywhere, but all friendly pilots, corporations and alliances are always welcome in the CVA Held Providence Area. As I mentioned before, we do not own the stations but the systems are clear most of the day from pirates. It is a bit of a mess right now, because the systems have been invaded, but from CVA / Holder side we shoot no neutrals. I am not sure about the aAa / and aAa pet alliances. Just be careful and you will be welcome in the area!

I don't ask for permission. I come and go anywhere in 0.0 that I like to and I don't give a hoot who happens to 'own' the place. You could try that.

and whoever said solar fleet/red alliance doesnt shoot neutrals should tell them that. They shoot at me plenty

Care to clarify? I don't know of anyone who currently holds stations in Providence that can not use them.
I think you overstate the extent to which NRDS is "alive and well" in Providence, as well. Yes, there are entities operating in Providence who are NRDS, but there are many who aren't.
