The highsec customs NPC are really good at catching stuff, there's pretty much nothing you can do about it since the buff.

If more people knew what they were like more people would use them. 3 mil for a 20% increase in capacitor?
or 5 mil for a 20% boost in armor/shield boost?
Surprises me that every active repping carrier in EVE doesn't have a mindflood/exile/blue pill booster in their holds.

Edit: just ran 1.5 billion worth of boosters through 40 jumps of highsec without so much as a ticket.
There's a secret to it, but you don't know it. :P |

The simple version: a shortage in a particular resource will mean that the price of that resource will skyrocket. So CCP introduced some means of addressing that through "alchemy" where you can take (an example for illustrative purposes only) iron and copper, mix them together and extract some minute quantities of gold.
The EVE versions are documented in the Alchemy category of the Evelopedia. These are for materials which were at one point the bottlenecks of T2 production. The world has changed, but no new alchemical reactions have been found.
