I recently sent in a report about a possible macro miner in an ice belt in Elonaya. Now over a week has gone by and they are still there and no response from CCP about it. So either CCP endorses macro miners, or they just cant be bothered to investigate. So I have come up with an idea on how to either stop them or make macro mining to difficult for them to do.
Some macro miners use an Orca to place their cargo on and then once full it warps off to unload. To stop this my idea is as follows.
A normal basic cycle time for ice is 5 minutes after this time period if the ship is still in the same grid segment then 2 npc frigates warp in (spawn) and start to shoot at the ship. If no damage is incured to the npc frigates after 2 minutes then they call in a 5 npc frigate spawn and shoot at the same target. If no damage is incured on the frigates and the target is still there then they call in cruiser support of 3 mid range cruisers. And so on till the target is either dead of warps off or the npcs die.
Now if the ship is an Orca the npc frigates call in battleship support to kill it instead of the cruisers. Reguardless of the system sec status. Once the target is dead the NPC's then take a random object from the wrecks and warp off happy that their raid was a sucsess.
Had something simular in Ultima Online and it worked well, yes there was some who farmed this but it was a risk they took and was rewarded. I dont see why it cant be done in Eve to stop the farmers in ice belts and asteroid belts.

CCP do things a little differently. They will make a list of all suspect macroers, and then ban them all at once. This has several advantages. Firstly blanket culls remove the ability of surviving macroers to refinance their brethren's return to the game. Also as you mentioned, the Ultima system allowed farming of (if implemented in Eve) lowsec/0.0 BS rats in highsec.
One of the joys of Eve is you can kill the macro yourself. Get a gank brutix or other suitable insured suicide ship and pop it. You can even make a profit if you have an alt to scoop the loot.

I whole wholeheartedly endorse this idea, and think we should extend it to all ships that remain in open space, after 5 minutes NPCs should warp to them whereever they are, and after 2 minutes, endless waves of battleships should zerg them.

I might have read it wrong but it seems to me that your system is designed around the miners not fighting back. Advanced botting tools have entire modules designed for combat and will readily battle any pirates that comes near them. This includes FREE botting programs.
They are far more advanced than being simply key macros. Unfortunately, I can only hope this option doesn't come into use as all it will do is annoy the bejeebus out of normal miners while only slowing down bots every 5 minutes.

Personally, I find a good way to 'annoy' someone who is macroing, is by taking my ship, fit an MWD and more speed mods, then put myself between me and his asteroids, at a good distance, kick in MWD, and approach, bumping him a little away. Then fly back, rinse repeat. I you keep that up, you can get him out of range for his mining lasers to work properly, a lot of the simpler bots cannot cope with something like this happening, causing them to simply sit there and do nothing while they wait for their cargo to fill up with goodies.
