When I look at a map for Eve there does not seem to be any real hubs that I can see or that I know of. Everything is decentralized, there seems to be no order to this chaos lol. Is there any places where you could call Hubs?

If by "hub" you refer to trade, then JITA is the main one. ----

Try Ombey's 2D EVEMaps (PDF) for trade hubs; they all are circled in red.
Major trade hubs, from largest to smallest: * Caldari: The Forge / Jita IV Moon 4, Caldari Navy Assembly Plant * Amarr: Domain / Amarr VIII (Oris), Emperor Family Academy * Minmatar: Heimatar / Rens VI Moon 8, Brutor Tribe Treasury * Gallente: Sinq Laison / Dodixie IX Moon 20, Federation Navy Assembly Plant There are also lots of secondary trade hubs in most regions.
There are also mission hubs, like Penirgman, where a lot of popular level 4 agents are located. These are easier to find in-game by looking at the population statistics.
DOTLAN::EveMaps is also handy for finding things.
