It takes FOREVER to get ANYWHERE
without skill carrier jump range = 6.5 LY without skills black ops thing = 2.0 LY
a black ops fuel bay is way to small and it takes loads of jumps to get anywhere.
CCP really need to look into this imo.
any1 else experiencing this or am I the only person in the universe that thinks this isn't right ?

maybe you need train that first before you start saying something needs improvement
Black op is not ship you jump around everywhere to move your stuff. Put it in carrier, move to wherever you want to covert drop some chumps. Fit it with cargo expanded mods and rigs (or combat fit if you want to actually use it in pvp), bring along an alt in a transport ship full of fuel (or can do some prep with put up can of fuel in waypoint system).
Personally I think it is very good ship and covert dropping is some of the most fun in the game atm.

if you train the skill to level V it is 13 for carriers and 4 for black ops
I am not saying it should be as much as a carrier but a bit more then the 4 ly would be nice :)

you do know, its really only for getting behind the enemy lines and into cyno jammed systems.
After that, any other use of it is not intended use.
tl;dr
OP is a plonker, can't work out what ship he needs to use for the task.

It may be worth considering that this topic has been done to death already and many have figured out how to make these ships work effectively within their limitations. It may also be worth considering that you are working off of false premises as to how these ships "should" function in some regard.
The Devs have repeated stated that their limited range and fuel bays are, in fact, by design. These ships are not for everyone. If you find you can't effetively use them, then just don't use them.
Another words, don't keep trying to force the round peg in the square hole. Come up with something else if what you're doing isn't working for you. Don't ask for it to be fixed just because "you" can't figure it out.
I would bet that your "reasoning" is broke more than the ship is.
But that is just my opinion.

Tech 2 Resists, not sure of the slot layout. Similar to the Claymore maybe, but not overpowered solo pwner. But value for the Recon/BlackOps fleet.
I was thinking about this and I figured there would be issue with the Recon Command Ship jumping through a portal that it was providing bonuses for. Well, it could be set that Recon Command class ships destroy the portals upon entry or something along that lines. I dont know, I dont program the game. But this would be a nice addition to BlackOps fleets at any rate. It would solve some issues people have complained about and not make one single ship over-powered. Would require teamwork to execute these operations, which is what we want.

Sure it's by design, but so is Rockets, Cyno effects and the (c)Raptor. Devs has also stated that Black Ops need to be re-evaluated. That there are more active Titans than Black Ops should be a hint that they do need some love. Most pilots don't mind they require effort to use, but at this level it is a bit too much for very little gain.

1) Black Ops: Battleship Class; Carrier: Capital Class
2) Black ops can use gates / j-bridges whilst in friendly space and then use their jump drive to jump ships behind enemy lines when close. They are different from carriers in that respect.
That said, I am not agreeing that the current setup is perfect.

No. Though I wouldn't mind seeing them give max skilled blackops 5.5ly, I won't cry if they don't. Black Ops work as intended. The less people using them, the better for those who do.

while I can find quite a number of faults in BO's, their jump range is not a critical one (not even a remotely serious one).
I do agree however, that a small increase in it would be interesting (5.5 is good, but 6 would be awesome) ---

Good point, I should have been clear that Black ops' Jump portals work as intended, while the rest of the ship doesn't.
6ly would be amazing.
