Is because they are currently powerless to stop it. Think for a moment- If Sansha's has found some new way of getting around so fast, could it be possible that they have found a way to block the rapid response grid? If so, CONCORD would only be able to call in units stationed in the system of the attack, and perhaps the few neighboring systems. Their numbers would be too few to stop a full scale attack, so they have decided to cut their losses and not engage at all.
Now then, the reason why Endoma has called in Capsuleers, then so blatantly denied the attacks, is because she wants to pin it all on us. To prevent panic, the invasion cannot be revealed, but something must be blamed for the large amount of destruction recently, which is us, the capsuleers of new eden.
CONCORD has been desperatly trying to counter the grid jams that go up while the Nation attacks happen, and are determined to make the public think that there is no problem at all.

That is why CONCORD is so spooked as to try to cover up a entire bloody war. The fact that Nation might have found a way to move around that is disturbingly similar to the grid AND block it at the same time is enough for them to lie out of their hindquarters to cover it up.

That is, as far as I'm concerned, the only flaw of that argument. We don't know how CONCORD moves in reinforcement or how they request it for that matter.
Other than that, the rest of the argument is valid and makes sense.
Mass-panic throughout Empire space would be quite dangerous, every single populated planet would call for protection and as far as I'm aware, CONCORD, the navies or the capsuleers doesn't have the numbers to cover all bases.
The current media block is by far preferrable to rioting and violence. Besides, so far the civilian casualty rate isn't so high.
CONCORD should be given the time it needs, at the moment they hopefully know more than us.

There is more going on than you realize. Be patient, do what you can to assist. Allow the Empires to protect their citizens. That is their jurisdiction, not CONCORD. Fight the Capsuleer pilots of True Power where they appear.
CONCORD is acting within their jurisdictional boundaries. That is the important thing to remember.

I don't quite recall hearing of empire ships fighting back agains Sansha

hehe, good job on making me look stupid. Funny how i can put together a theory like this and then not check out a simple detail like that.
