Low sector space does not need to be fixed. What needs to be fixed is the insurance system. Allow players to buy low cost insurance that will cover almost the whole cost of their ship, upgrades, and implants. I think this will get more players into high risk sectors. Some players say thier should be a more risk in low sector space because the reward is much greater. Thats a load of crap. Unless your in a very large corporation thier is nothing but risk in low sectors. Ive tried mining low sector and 0.0 space over the years and Ill never be able to recover the ISK ive lost from ships and implants being destroyed.

I'll repeat this phrase: "Don't fly what you can't afford to lose."
The insurance system is fine (and is changing with the patch anyway). EVE is about risk, and allowing people to essentially go around risk-free will break the very principle of EVE. By the way, this is my signature.

How you can fix lowsec: don't go there unless you have a scout. A shuttle is usually good enough, a covops frigate would be better. Sometimes you'll get lucky in lowsec flying solo. The rest of the time it's a brawling ground.
Before you leave hisec to go play in lowsec, you have to understand that EVE is a PvP-focussed MMO. That means you have to be ready for PvP, and you have to take friends. At present, all combat in EVE boils down to "largest blob wins", followed closely behind by "player skill beats character training".
Plenty of folks will give you useless advice like, "always stay aligned". The real advice is simply: always take friends, and remember "stranger is danger".

It is not about PvE or PvP game. EVE is a multiplayer game, and arguably more so than the other three-letter acronym games. A solo player is disadvantaged against an organized group by design. You don't need to be the most super evil pirates, a ten person mining corporation can field a single T1 frigate to scout just as well.
tl;dr: get a corp.

Worst idea ever, and that is coming from someone who could only benefit from that idea. I could benefit by going to lowsec and getting PvP experience, and at the same time not have to worry about losing any money.
However, I've seen other MMO's go from being incredibly challenging (and therefore fun) to being incredibly dumbed down and easy and aimed at whiney kids, as time goees on, because the developers get so hungry for money they don't care whether they alienate the veterans who've played for years.

Loss is necessary for EVE to function. Without loss, nothing has any value.
