This is a simple solution to clocking and the whine that comes with it.
When you clock up in any system your name is removed from local its as simple as that.
How would this help.
Well as many people have stated on here local shouldn't be a Intel tool so if you clock your ship your name should clock from local too this would help the low/null sec (mostly null sec) carebears from getting scared of someone new in local remember they cant cry about it if they dont know your there (but i bet they will anyway)
By doing that it should reduce or even completely stop the "OMG im too scared to undock because there's a single clocked ship outside i demand a counter to clocks threadanaughts"

There's also an edit button you can use to fix your mistakes. IIRC the title can be edited/fixed too.

This would simply let the whining explode: "CLOAKERS ARE WAAAAAAY OVERPOWERED! NEEEEERF!" And in this case the whiners exeptionally would be damn right.
Why?
Just imagine: a noob or whoever enters null-sec. Noone in local. Great! I am safe. But a fleet of cloakers are just sitting at top belt waiting for a nice surprise gank.
You have forgotten that cloakers in low/null-sec are not generally cowards or noobs hiding. There are some nice ships made for cloak'n'kill. And pro PvPer would love your idea. The problem is that finally noone will enter null-sec - even low-sec - anymore because now it's totally scary.
And now let us imagine the epic whining-stampede your idea will start. :-P |

And we're back to "solutions to cloaking". Geeez, how many threads to we need before people get that, there simply is nothing TO "fix" with the cloak. It was in itself a counter to balance scanning/probes, and is doing so very well. By removing its ultimate feature (to stay hidden) would render them pretty much useless. Sort of like the NOSferatu, which used to have an awesome function, but people *****ed and now has "limited" functionality, which makes people use the NEUTralizers instead, because they are more effective.
Don't screw the cloaks up, CCP. That would be a mistake, IMHO.
