If this was the case then players like myself who do not have 1bil ISK to throw at improving skill training time would be put at a disadvantage.

your idea is dreadful in principle, but you do realise that even a mediocre hi-sec mission runner can make this much in a week, right?

While I'm always for faster skill training, and while more ISK sinks are a good thing, I don't like the idea at all, firstly it gives certain professions a huge advantage on skill training as they print ISK, such as lv4 runners, plexers compared to miners or outlaws etc, and it completely locks the new characters out due to the sheer cost, it is going to be catering to a small % of the player base.
The last thing we want is a series of newer players quiting over the "I'll never catch up to a Veteran" thing, we have enough doing so already. ----------

It's not possible to find a price that'd be fair.
Vets have more and/or easier access to isk than new players, and vets wont have a problem making 1 year plans in the first place, so in essence it'd just make the system worse for newer players making them feel they have to farm that 1b to remap all the time.

If *anything* the price should increase with each use. Starting at 10 million for the first use and doubling each time. Or going 10m, 100m, 500m, 1b, 1.5b, 3b, 6b, 15b, etc. at an arbitrary rate.

Very good idea, very worth considering!
With the everlasting skill addition expansion after expansion I think it's no luxury to be able to adjust a little more than is the case now. There's many people out there that "wait for the next remap next year" before training any skill ouside their attribute mapping, and I can imagine you want to avoid training 2 months for a skill while it may take 1 months with perfectly mapped attributes.
And don't give me the "it was harder in the old days, now everyone wants everything for free" crap please. If you want to live in the stone age and be proud of it please don't bother others who think progression isn't a bad thing.

It's dumbing down something that isn't broken and changing an aspect of the game that makes it unique. It is easier now days, but why make it even more so when there is nothing wrong with where it's at?

but trying to change the system to make it "faster" or "easier" doesn't make a game better. Nor does it make it worse, necessarily. And well in case you didn't notice the game is incredibly slow. In other games you can level 10 characters to max level in the time needed to skill up one single EVE character to be a good T2 cruiser pilot. A game shouldn't require a lifetime investment. Next to that we get more and more and more skills so relatively things get slower and slower with every expansion.
It's dumbing down something that isn't broken and changing an aspect of the game that makes it unique. Well if you find 30 years to train everything a "good and unique feature", I think it's taking things way too far. And I find bringing it back to 25 years hardly "dumbing down".
It is easier now days, but why make it even more so when there is nothing wrong with where it's at? Well it's perhaps because I don't play that long yet but I think EVE needs a lot of improvements to make it a real good game. I think there's nothing wrong with the skilling system itself but things as learning skills and only once a year remappings are really an annoying chore to me (and I'm sure I'm not the only one).
Yes I know that there's people who wouldn't mind if you have to fly frigates the first 2 years and may be allowed into a BS after 10 years but personally I have limits of what I want to invest into the game and what artificial delays I wish to accept. I don't mind if things go slow but they have to go smooth and without unneccessary obstacles. I do like challenges but waiting for 10 months before you can remap or otherwise new skill X that didn't exist when I remapped the last time will take 3 months to train isn't what I call a good one. And you may not believe it but people know me as a rather patient person IRL

There's a great argument against this: people are already training skills in an order that doesn't actually increase their fun, but only increases their effective skilling rate. 1 year plans of specific training are indeed effective but it does let you put off skills that are fun to have right now. Sure it's still a choice, but it's a hard one. By introducing systems like this, even though you make it possible to switch more regularly, the 'effective skill training' thing will become even more important, now even at the expensive of isk which you also need to grind.
IMO there should be as little as possible of these features and I think the 1 year remap thing with all the people planning years ahead is not something that necessarily adds fun to the game.

It's the choice you make. Two maxed attributes for a full year of training at full speed or evened out attributes to deal with new skills from expansions or allow a more flexible training schedule at the cost of some training speed. If anything, it should remain a minimum of 1 year to make it a meaningful system that forces a choice. At six months or less you may as well remove the timer altogether.

That's totally arbitrary, you could just as well say the same about a 2 year period or a 6 months period. What precise scientific calculation or in-depth psychological research says 1 year is exactly perfect?? There is none!

There's the significance of the consequences of your choice. The significance of a one year commitment are bigger or heavier than a 6 months or 100 days period. While there is indeed no calculation or research saying one year is perfect, there is an average weight of consequence to your actions in all choices you make in EVE. I feel that one year on the neural remaps matches the average feeling of the game.
