I went looking at various mission hubs and their distance from low sec. Dodixie, Rens, Motsu, etc all seem to have a decent buffer. Hek, on the other hand, has an adjacent low sec (different region tho), Resbroko 2 jumps away, Auner 3 jumps away, and Hadozeko 3 jumps away.
From my very basic understanding, this means a lot of missions starting in hek will be sent to lowsec, prompting some to move to other missioning locations. Am I understanding how lvl 4 missions work, and does this seem a likely result? It also might be interesting to see where people move if they do and if any new hubs will be popping up.

Your position assumes that Hek is a hub because of missioning. I do not believe this to be the case at all.
Hek is location, location, location.

True, I have nfc where people actually mission :P I could never stand the mission grind for more than about 30 minutes.

yeah but all the mini trade hubs start life as major mission hubs. hek though is also a large 0.0 jump off hub.

Attractions
-Its a modest mission hub -Its fairly central -ITS BETTER THAN THE OTHER CHOICES IN METROPOLIS.
But its too close to Rens and Metropolis isnt a hot bed of activity anyway.

One of the reasons Hek continues is because it's bordered by lowsec and is only a .5 system. The lower sec makes it more appealing for those with lower sec status. It takes far lower sec status to get shot on the way to Hek than it does many of the other hubs. And, they only have to undock and make it through one gate to once again be safe.
