Last night my corpmates and I lost a kill because the pilot logged off while cloaked on the gate. I managed to target and get a tackle on him, and we had him (a drake) down to 10% shields (in less than a minute) when he just vanished in space. Upon polling some of our friends, I came to find out that this has happened to others recently. Did CCP change the timers involved when pulling a loggoffski to make the babies happy? or is this a bug of some kind?

If he didn't have any form of aggro, he'll disappear 15 seconds (maybe more, I'm not 100% sure) after logoffski, regardless of whether you have him pointed.

This is the way it works now and has always worked. CCP did, however, change one little exploit where someone who logoffskid, logged back in, then immediately logoffskid again would appear 1m km's from his initial logoff point, thus allowing the exploiter to safely gtfo. Since Tyranis went live, no matter how many times you logoffski you end up warping back to where you initally logged out.
So, if you really want to catch that drake, keep sitting around on that gate and wait for him to log back in --------------------------------------------

See 15 seconds doesnt sound like the right amount of time, as the other day i was following a wolf around, and he dc'd. I ha time to log my alt on, toss out combat probes and get him locked before he dissapeared. It was about 4-5 minutes total, and he dissapeared from directional as I was warping to him.

Did he disconnect or log off, they are two fundamentally different mechanics. Logging off is an agreed to end of the session, allowing for a graceful closing of the connection.
Disconnecting on the other hand, well... all grace is gone. We've all been in a fleet where we watch one friend drop from fleet, yet on their machine they are still trying to play (usually they cannot accomplish any action). If the Wolf truly DCed, some of the extra time you had may have been due to the server taking time to realize the client crashed. Also, I've found that if I am DCed for some reason, the time between when I must have DCed, I noticed I DCed, and the server noticed I DCed seems to depend on the circumstances. Sitting in a safe spot doing nothing, well, the DC is not discovered as fast as say belt ratting in nul and having the connection crash.

DC'ing and logging off is the same from 3rd party view (when DC'd it might indeed take a while before server realises it, however if you are looking at him from your ship you also wont know he is gone until the server knows it and removes him from local).

Wrong. Logoffski is still very possible.

I don't really get this. Was he cloaked or was he tackled? If he logged off while still in cloak then he escapes, ok. But if tackled and being shot at I don't think he should have disappeared.
Except maybe - I was told if you log an alt on same account it makes you disappear no matter what...dunno if true

As far as I remember, if they log or dc without aggro they disappear after 1 minute. If they log or dc after they've been aggro'd, they will remain in space 15 minutes.

If you managed to get a point on him he must have had an aggro timer, this means he stayes in space for 15 minutes, enough to probe him out.

If someone who is not aggressed logs off, he will disappear from space 1 minute after logging off. This is regardless of scramblers, other people shooting at him etc.
If someone logs off while cloaked, obviously he might seem to disappear within 15 secs, but that means he logged off 45 seconds before his cloak expires.
If someone has an aggro timer, then he will only disappear from space after the aggro timer expires. You cannot see how long a hostile's aggro timer is. You cannot 'give' another player an aggro timer, he has to perform an aggressive act himself. ____

Some have their modems handy so they can pull the intertubes wire out of the socket thus simulating a CTD.
