I'm an alt who's just training up my learning skills right now before I start training my primary skills. Should I not bother with learning skills at this point and just go on with primary skills in light of today's announcement?

No. Reasons:
1) Removal of any skill is PURE SPECULATION. 2) If by some miracle we get reimbursed and the skill ARE removed, its not like you lose SP. In addition, you'll have any extra SP from the enhanced speed in addition to the base SP spent training. If you train something else you'll only have the base SP.

Very good reasons. I was thinking something similar but wanted to tap into the collective wisdom of the eve community.

TodayÆs announcement was for a reimbursement of lost skill time in a way of compensation for the extended downtime earlier. CCP are not stupid enough to remove learning skills. I do agree however that CCP are very, very stupid. There is no reason at all for you to stop training learning skills.

I'm not going to comment on whether CCP is stupid, but 50,000 or so SP (complete speculation, but that's about 1 day of training) is not going to make a big different in game but does go a long way to mollify people who are upset about the extended downtime (whether or not they lost training time).
And as many other people have put more eloquently than I have, learning skills are a bad thing in this game. They don't have any effect other than to speed up future training, which does reward persistence but greatly delays new players enjoying the game.
As far as the boogeyman (purchasing extra SP), I'm generally in favor of it as long as it's very limited (i.e., to 100% of normal SP training or maybe even 50%). First, there is a huge SP discrepancy between older players and newer players that discourages people from trying the game (older players can always take comfort in their isk, social networking and GAME EXPERIENCE advantage). Second, the SP different is mostly perceptual, a new players can specialize in an aspect of EVE feature and get the SP he needs to be competitive very quickly (even more quickly if they do away with learning). So faster skill training won't affect player specialization much but will allow people to branch out much faster. Third, it's not like gaining SP fast isn't already an option -- you can buy alts fully developed. This would just help people who like to develop their own capsuleers.

Train up your learning skills. Until they're removed (assuming (hopefully) that they are) you'll still have a use for them.
If they do remove learning skills and reimburse the skill points (and buff stats and training speed accordingly) I'm going to be endlessly amused by the people who complain about free skill bonuses with no penalty.
Short term good for long term good.

I plan on adding said skill points to the skills I'm presently training, thinking "thanks CCP" and then going on with the game as normal.

Hehe I am actually going to use those bonus skill points to chip away at Eidetic memory 5 I feel that is somewhat ironic!
Should you stop training Learning Skills? Well to be honest I'd only ever recommend you train the learning skills EVEMon suggests from a two year skill plan.
If CCP ever decide to remove the Learning tree from the game, you'll have a few million skill points to redistribute. Though it has to be said that this will help the longer term players in hte short term who will most likely have a greater quantity of skill points invested in Learning.
PS: CCP please remove my Survey 5 and gimme the skill points back!

If you have remapped to optimize your training speed for the learning skills, then keep learning them. If CCP does get rid of the learning skills, you can use the skill reimbursement to train skills that aren't favorable to your attributes.
If you're using the accelerated training time on them, then you could gamble on CCP removing the learning skills and use the accelerated training time on something else. You can get about 20 days of learning skills with optimized attributes, so if CCP removes the learning skills within 40 days, you should come out ahead.
If you have *NOT* optimized your attributes for learning skills, then you could gamble and stop training them. The idea is that it takes much longer to train with unoptimized attributes, so you would be better off training something that's more favorable to your attributes.
Contrived Example: with bad attributes it takes 10 days to generate 100,000 skill points. With good attributes it takes 5 days to generate 100,000 skill points. If you stop training the learning skills now, you can get up to twice as many skill points training other stuff, assuming that CCP gives everyone level 5 in the learning skills really soon.
Tough choice to make right now, IMO.
