It's probably not the fastest, but i guess alot of people would recomend the drake. Can get a very good tank, but might not have the dps needed for l4's. I'm not a drake pilot myself but i guess that is the ship that can do it, perhaps the gallente myrmidon could aswell.

Its best to know one's ability. with 1.6m SP and starting the game, losing the first raven is a HUUUUUUUUUUUUUUUUUUUUUUUUUUUUUUUUUUUGE setback. its better to stick to safe missions and earn iskies, before risking the harder (yet more profitable one's)

Total nublet here. Is the above an exaggeration, or are people able to get access to L4 missions that quickly?
I have been playing off and on for a few years, but not for any great length of time at any stretch. My main has somewhere in the vicinity of 3.6M SP but I cannot access even L3 combat missions (get L3 mining type missions)

And ive done worlds collide....urgh.....i dont know. think ive done almost 20 storyline lv 4 missions, and im yet to get a single overseer spawn.
1.6m SP is probably the fastest you can go into lv 4. The key is specialisation. ur effort, into unlocking better encounter agents. ur SP , into getting SP-effective battle skills
With the correct agentin the correct sytem, you can easily get 30-35m Isk/hour as a start

Nope.
The only mission which will go past 30 minutes is angel extravaganza , worlds collide , and enemies abound
I myself started missioning at around 1.7m SP (waited till i got connection skills lv 3, negotiation lv 3)
All missions are counted at 1 jump away. Mission start according to journal, mission end according to clicking the "COMPLETE" button.
Rigor raven. Faction missiles. All fav missile implants 3%

Unlikely to be possible. Even if you figure out a way it's likely that it'll be so slow that lv3 is more profitable anyway. I have 1.7m and have just started training towards BS for belt chaining. My support and fitting skills are total crap. If you can actually fly a BS already with less SP than me that means your support skills are nearly nonexistent. I'd say wait until you have more like 3-4m at least.

Some missions are okish with full T1 but you have to be very careful, I only did a handful of these before training up for T2 Hardners/other tank mods, after getting the T2 hardners my tank was very strong and nearly all missions I do now It can tank aslong as if the aggro is sorted properly (Ive yet to do Worlds Collide 4 though) The only missions I need to warp out on atm in my drake is Damsel In Distress, those battleships are nasty :<

Two Large extenders, I have tech II now but I did use the best named equivalent Tech I ones beforehand (F-9 Regolith?) or something similar. four slots for mission specific Amps.

Drones: Five Tech I Light Combat Drones
Saves you looking, this build isnt awesome, some people wont like it all, but it will do the job.

For a new player, managing an active tank may be somewhat difficult, the drake being a very strong passive tank allows new players get used to all the missions and not have to worry too much about thier tank, yes the raven increases isk/hour but when starting level fours most players will want something that can do it.
Yes the drake will be quite slow in most missions, but it will get it done without having to worry about doing/remembering certain things (Like pulsing your rep) which if you dont keep an eye out for will lead you to having to keep warping out with this low amount of SP.

If you have that little sp it may be more profitable to just salvage. Find a good high sec corp and a bunch of the members who run lvl 4's only blitz the missions and leave the loot/salvage behind.
It is possible to ru lvl 4's with that little sp, you would be pretty slow though.

For Caldari?
The Drake is THE BEST low SP requirement mission boat. Also, nearly all the skills you train to get into it will benefit the next good mission boat, the Raven. Try to get all the skills involved with Shield Tanking and Missiles to III at least, and fit Shield Hardeners that counter the rats damage type for the mission you are running, and a Drake can smoke lvl 4's. It is just much slower than a Raven.
At 1 Million SP you could do a lvl 4 slowly in a Drake. At 3 Million SP you could do a lvl 4 medium speed in a Drake. At 5 Million SP you could do a lvl 4 decent in a Raven. 7-10 Million Sp and you could completely murder a lvl 4 in a Raven. Around 12 Million SP you could try for a Golem, the KING DADDY Caldari mission boat.
The cliche ship progression for lvl 4s for Caldari is:
Drake < Raven < Raven Navy Issue < Golem
For a good idea of what skills to learn to fly them properly, check out the recommend certificates each one asks for. For instance the Drake says you should aim to train Core Competency Standard, Passive Shield Tanking Standard, and Cruiser Launcher Control Standard. Simply work towards the skills in those categories and you'll be off to a good start to flying a Drake properly.

Dominix is doable with just 1.6m SP too
It will only have T1 tank, so needs recommended fitting on hardners (n-type is best untill T2 can be fit.) by mission rat-type.

eh at 3m should be pretty comfy in a raven,
I dunno I started lv4s about 4-5months in, although I trained up for an assault frig a bit early. I had 900k sp (512k missile bombardment 5... ffs ccp why) in missiles, caldari bs 3, t2 large shield booster, and t1 shield hardeners when I started. a lot of the sp I had wasn't for ravens at any rate.

I've personally done L4s in a domi...dual LARs works wonderfully in all missions if you manage aggro appropriately (except the angel bonus room ofc). It MUST be cap stable for it to be viable, since the long cycle time of armor reppers can cost you your ship.
This fit is what I came up with using a 0 skill character and just setting the HQF skills (needed skills) in EVEHQ when I was finished. Don't bother with large guns on a domi...you don't need them. If you want, switch a tractor for a civilian gun to pull aggro (you don't need to hit the rat to agress it). According to EVEHQ, this is doable in under 2 weeks.

Meta 4 may be pricey, but you need it. Energy Upgrades IV will let you use t2 cap rechargers and relays. As it stands, it's barely cap stable at 29%.
Edit: Yes it's slow and doesn't have tracking links, but links are only needed with sentries (which is where you need t2 for it to really be worth it). I went for cap stability since a new mission runner shouldn't be worrying about cap when they're getting their feet wet with L4s. I forgot to mention that you are in fact reading something that is called a signature. |

I don't know about this.
I have a little less than 4 mill in SP and I fly a Dominix with T2 hardners, Sentry drones, and they take forever to do. Plus I salvage all my missions too.
