For example, My gun's optimal is currently 1000m, so I am orbiting at 1000m to obtain maximum DPS from this gun. However, if I train sharpshooting to level 3 (+5% increase to optimal per level, in this scenario 15%), my optimal will now be 1150m.
My Questions are.... So will I need to set a new orbit range now, to achieve a proper DPS? Is sharpshooting really worth it? Can it mess with my DPS by pushing optimal to range that I deem to be too high? Or, will sharpshooting not affect me in a negative way that can decrease DPS?
I know it is a bunch of questions, but some advice here would really be appreciated. It's not like the training time is the issue, but it sure would be a shame to train a skill that will indefinitely affect me in a negative by causing my orbit to be pushed out further away (I enjoy speed tanking, so the tighter the orbit for me, the better).

To be 100% clear, sharpshooting is only beneficial and well worth the training as it is a pre-requisite for T2 long range guns - It's not "Play through a pre-set story, become stronger, do endgame". Gameplay is open ended, and you make your own story. Unless you're too afraid of 'pvp grief' to do anything relevant |

increasing your optimal range is never a bad thing. It doesn't require you to adjust your orbit or whatever but you might want to depending on the situation. There is a reason why all amarr pilots love scorch.

This. But also: The reason that you're confused is that you believe that getting greatly under optimal range causes guns to miss. The truth is that guns have a tracking speed (in rad/sec) and that's why they miss. Check the turrets guide for more info.

I see where your mistake lies... Optimal is understood as 'up to xy meters' not 'at xy meters'. So as long as you are at or below your optimal range you always have perfect hit quality (before tracking is taken into account).
Now tracking comes into play: To put it simple, the closer you are the more tracking becomes an issue. Here sharpshooting helps again by allowing you to be farther away (thereby reducing angular velocity, i.e. easier tracking) and be still within your optimal range.

The best way to understand optimal/falloff is to picture your ship at the center of a grid. Now have one circle around your ship the size of your optimal, and another one the size of your optimal+falloff.
If the thing you're shooting is in the innermost optimal circle (talking 2D here so these would obviously be spheres out in space), you suffer no penalty to hit. If you are shooting a stationary target (ignoring possible sig radius issies) with a gun who's optimal is, say, 50km, you will hit just as well at 50km as you would at 100 meters. Now, in the second larger optimal+falloff circle, your accuracy starts to "fall off". Just being minorly into the falloff circle doesn't hurt you too much, but at a certain point it starts dropping off fast. Look up the exact mechanics if you need to know more. In general though you want to stay closeish to the outside of your optimal circle. Guns are balanced so that the guns with long optimals have bad tracking, so you'll probably never hit a moving target if you're only a few KM away with a large railgun, for example.

I think you just described the image you get if you hover over one of your turrets with the tactical overlay turned on.
