I am between re-activating one of my accounts, but since I havent played with them for a while, I dont remember what would be more worthwhile to activate.
So my question is, if there is any way to check the skills of my pilots without -reactivating the account?

Not sure, but i think the accounts are inactive on Singularity.
"In order to access the Singularity server you need to have an active account on Tranquility. The account needs to have been active at the time when the current mirror was taken, this date is usually mentioned in the Test Server Feedback forum."

If you were in the habit of claiming available certificates and had them set to public you could get an idea of the characters skills by looking at its info.

File a petition. Explain your circumstance and request that both accounts be activated for 24 hours. Look at both accounts and decide which one you want to re-up. CCP may balk at the request but it's worth a try.

To prevent a situation like this, is there anything that can be done in EveMon? Say for example you're going to let your account be inactive for a few months. Can you do something in EveMon to save a detailed snapshot of your skills at the time before letting it go inactive? And maybe view it in EveMon or some other format when reactivating?

File->Export Character. Don't think you can get it back into EVEMon that way, but it's something.

If EveMon was up to date before you unsubscribed, then the info will still be up to date (unless you've cleared the Evemon cache, deleted the characters from EveMon, reinstalled EveMon, etc.).
Just open up EveMon and view the skills - you'll get an error every time it tries to update, but the existing skills will be there. (I have a lapsed account on EveMon, but I can still see the wallet balance and skills for the character)
