can i shoot a solid red in high-sec now? cause before i couldn't from what i was told and some one took from my can and was not flashing red just red(skull) i was given no kill rights and was a expensive item he took

Just make sure your using the default settings which red means less than -5. if thats the case, SHOOT and kick

also have a warp disrupter or scrm fitted so he cant get away when u shoot. juat prey he wont kill you once u opwn fire. once u kill him leave your mission area or mining belt for 15 mins so he cant come back and kill you.
not sure how kill rights work in this case

If someone steals from you and you kill them for it, you do not get killrights against him. If you shoot back and he kills you, you also do not get kill rights on him.
The only time kill rights are given is if they "illegally" killed you; i.e in low-sec (he gets a GCC for shooting you) or by a suicide gank in high-sec. I forgot to mention that you are in fact reading something that is called a signature. |

Killrights are issued when:
Someone attacks you in space other than 0.0 when you do not have an aggression flag to them, destroys your ship AND you do not take any offensive action.
This means that if someone comes along and attacks you, gaining a GCC, and YOU fire back (or sensor damp, target paint, neut, nos, attack with drones or anything else that EVE considers an offensive act) and still end up destroyed, you WILL NOT gain killrights against that pilot.
Theft generates an aggression flag (allowing you and your corporation to attack the thief without CONCORD intervention), not kill rights.
Destroying the ship of someone who has an aggression flag to you or your corporation will not give them kill rights.
Equally, a pilot who has an aggression flag to you or your corporation WILL NOT gain kill rights over you if you destroy him.
Keep in mind, if attacking targets in lowsec in a fleet with multiple corporations in, if the target fires back on Pilot 1 in Corp A, Pilot 2 in Corp B will not have an aggression flag to the target and the target WILL gain kill rights on them.
