I'm 2 weeks into playing EVE and run into what appears to be an armor tanked Gallente frigate in a lvl 2 mission. I can pound it down pretty decent but he reps armour faster than I can take it down. With 2 of them to deal with it, it's proving quite a challenge.
I have a Caracal with four heavy missle launchers and one 200mm railgun. 3 missile launchers are named T1 and 4th is a generic T1. I've tried several different types of heavy missiles but none seem to make a difference (I think I'm supposed to use thermal type attack?). I have 3 named medium shield extenders, 1 shield recharger and 1 invulnerability field. I put a diagnostic system in a low power slot to give me extra cap, power, cpu and shields.
The reason I say appears to be Gallente is it shows up as a "Federation Navy Frigate II" or similar (I'm at work right this second and can't confirm the exact name). It has used ECM on me (webifier since I slow way down).
Question: How do I beat this armor tank?
Any help would be appreciated.

Fit Assault Launchers(Yes, not heavy assault launchers) and then use your two lowslots for two ballistic control system. I was a caldari bear, now I fly the curse and still I suck, whats the problem here... |

I will add to this and also say that you should use missiles that deal in Thermal (preferred) or Kinetic damage (also works)... NPC rats are generally weakest against the damage they deal. _______________________

Use kinetic since the Caracal gets a bonus for it.

Drop the afterburner and fit a target painter...it will help with the frigs sig radius....it will help your drones pop it faster as well.

Good point. I haven't done much ratting so I wasn't completely sure however wouldn't a TP's cycle time be a bit long? Yeah I am a pirate. What are you gonna do about it? Killboard link is not allowed to be used in a signature.Applebabe

He stated he was only playing EVE for 2 weeks and you give him a t2 setup? lol-- please!
Make sure you use all missiles and "group" them together for greater Volley damage.
Change out these T2 modules for meta 3 variants. (check the modules attributes for the meta level.

Always passive tank a Caracal, it hasn't the cap to tank properly with a booster. Change those hardners to whatever is appropriate for the miision.

I think I just did this mission you are talking about. It involves several rats , but two are frigates named "Delta 2" or something like that. I was in a stabber and was getting owned pretty bad and couldn't even focus kill one of them before I had to warp out. So I changed my set up a bit and added a web and was able to take them both down before warping and repairing. I am a new player also so all my modules were T1. BTW this mission should not be a lvl2 from a -20 quality agent.

this right here is more effective for level 1-2 missions than heavy launchers. might want to switch out a ballistic deflection shield for a cap booster as at low sp you are going to run out of cap quickly running those mids. you also want to try to run the AB as much as possible and always keep moving. you can usually speed tank level 1 and 2 missions as the rat tracking is pathetic.

So putting a shield hardener for specific damage type is preferred over a 'general' shield extender? Is this a general rule or because we have a pretty good idea of what type of damage the enemy is going to do?

Missions are about sustained tank meaning you need to regen faster than dps is coming in. A buffer beyond what is required too keep you from popping before the regen can do it's job is a waste.
Now it's a little different with a shield tank from armor tanks since shield tanks have a passive regen that actually increases with total shield size so adding an extender will increase your Regen.
But if you reduce the rate of incoming dps it's effectively the same as increasing your overall buffer. resist modules are generally easier to fit than grid hungry extenders and boosters. Leaving more room for other things like harder hitting weapons reducing the incoming dps.
Since you generally know what kind of damage you're going to be facing in missions you can use a "rat" specific tank meaning you tune your shields/armor resists against their damage types generally at the expense of resistance to other damage types.
Which is one of the reasons you go for batteries first since they often fire a different resist type and not engage ninja's and mission thieves (or pirates if you do low/null sec PVE) because the theif/ninja/pirate is typically going to be loading ammo that attacks your weakest resist.
In PVP however since you will seldom know what resist is going to be targeted one wants a omni tank (balanced resists) and as big a buffer you can fit. PVP is all about making your opponent run out of HP before you do.
Also since most PVP takes place in groups you aren't very likely to be able to build an active tank that can repair fast enough to avoid being alpha'd.
Additionally active tanks tend to be cap dependent and there is a lot of cap warfare in PVP, a heavy neut or two will shut down most active tanks very rapidly. Pure buffer tanks are immune to cap warfare however those who rely on active resist modules can be effected.
TL:DR yes a shield hardener is preferred in PVE because you know what kind of damage you are going to be tanking. No it's not a general rule.
