I guess I'm just sick of doing the same mission over and over again. I can believe static data like that can be that cumbersome. Or low on level designers? Why not let the community submit mission from a mission editor of some kind to have a greater variety of missions?
All submissions would be reviewed if they have to be and a story made for it to fit the current events in the eve universe. Mission could be uploaded and reviewed within a day or for next patch. Or streamed...whatever.
It could be skill based too. At low levels you could only make lvl I missions, naturally up to lvl V. Limit it like the amount of planets you can use for industry at any one time by a toon.
I mean do I have to go to the exact same radar complex in 00 in half the systems of the region?

Just so that we're on the same page, is this the same thing you're suggesting?
Give players a level editor, where they can design NPC encounters, letting them add scenery/props, destructible buildings/structures with loot tables, and groups of waves/spawns of rats from the DB list, with triggers on the rats as well as triggers/events upon performing other actions?
Then allow people to trial them out on SiSi, then next, letting other players vote for which submissions they think should go through to step 3 where the PvE team looks through them to make sure they're balanced in terms of risk/effort vs reward and don't drop rare stuff like crazy?

Incarna will probably* give you the the tools to create an NPC who gives out missions to people who talk to him. 'Missions' meaning you can make it say any text you want, for example "bring me item X", and define turn-in triggers. Mind you, that doesn't include a level editor for actual Agent-style PvE content, but it's a start.
* The beginnings of this were shown off at fanfest but it's no guarantee it'll be part of the final product.
