If an organization that engages in terrorist activities declares a cessation of its criminal actions, seeks to make reparations and declares that it wishes to join with society as a whole, then one may sit with them at table and talk of affairs. At that point though, they cease to be terrorists.
Those who are unwilling to change their criminal ways are not to be negotiated with. Once you open that door, there is no way to close it. If you agree to meet their demands even once, you will never stop doing so.

Therein does the problem lie. I know that I don't speak for the entirety of the Jin-Mei, the Nationalist Council however does not. It claims that all Jin-Mei are automatically under their dominion. Whether they choose to or not.
It is their ego that is dangerous. They seek to impress people into their service with cheap words and the use of violence. I cannot allow that to be the face of my people.
If the council would admit that it represents a severe minority amongst the Jin-Mei, then perhaps I would be less inclined to wish their closing.

It seems a good start.
If the Assembly reaches a mutual decsion, say to censure the actions of a particular group or government, how would that be worked out?
There will never be an instance in which a specific group of people will be restricted from using the Assembly. We do not have the right to do so; we are an organization, not a government. Individual capsuleers who choose to violate Article 1H will be removed from the Assembly, regardless of their political affiliation. This also pertains to Councilors.

I look forward to seeing how this turns out. I hope we will be able to make a positive influence.
My House has a rather nice statuette in our art collection. It is carved from black basalt and depicts a knight in prayer. The knight is clad in traditional Khanid armor and is kneeling, His head is bowed and in his hands is a sword. He is holding the sword by the blade aloft so that the hilt forms a cross above his head. It is a symbol of our loyalty to our Kingdom and our devotion to God. I would like to donate it to the Assembly hall as token of our support.

"a front organization for those individuals who are dedicated to the absolute destruction of the memetic and sociological chains which bind transhumans to the dead gods of the empires."
Would be laughable if not so evidently worthy of pity. But it makes a certain kind of sense that an Amarrian slaver would talk of the "wellbeing of the galaxy" alongside those who fire on neutrals without restraint and consider the destruction of starships in nullsec all the reason needed for violence and contention.
To be described as a terrorist by a slaver and a psychopath is a badge of honour for me and this council that condemns the Fraction alongside Matari Freedom Fighters while involving itself with imperial puppets, slaver-enforcers, cod-nationalist ranters, self-publicizing authoritarian fascists and washed up crusaders is worthy of an act of terror or two in the future.
Best keep a careful eye under the table nationalist dogs. That ticking you hear might be something more significant than an Amarrian clockwork mouse.

I promote peace and diplomacy, Ms. Constantine. I do not see people differently because of their allegiance, but rather I look at their individual character and potential to give a different viewpoint from mine, or from another Councilor.

Ego is not a factor in determining what is best for a non-profit open forum, but the various views that my Council presents to me does. Thus is the reason that I continually seek new representatives of the various capsuleer movements and corporations that make up most of the cluster. In all honesty, I am not particularly thrilled with some of Director ShepardÆs choices. As I have stated earlier, I do not favor open negotiations with terrorist or criminal organizations.
It is also difficult to be a part of a process that includes members of two governments that our Kingdom is currently at war with.
However, the scope of this Assembly is to discuss matters that involve all of our governments and organizations. The members of this Assembly have agreed, no matter how reluctantly, to set aside their differences while in the Assembly to better concentrate on a much bigger picture. We can deal with our individual difficulties outside the Assembly.
There have been few historical instances where our disparate groups would willingly come together in this fashion. If, through this process of negotiation and diplomacy, we can save the lives of our people and constituents, then it is worth biting the proverbial bullet and playing nice-nice for a period of time.
IÆm sure cooperation of this kind is antithetical to your allianceÆs tenets and beliefs.
That is acceptable.
You are not needed.
If however, youÆd like to try something fresh and new and try to make a positive contribution to the capsuleer community and the galaxy at large, please contact Director Shepherd and IÆm sure something can be worked out.

Understood Mr. Shepherd. Thank you for the clarification. As a corporation, we have kept out of the spotlight for a very long time. Up untill my arrival we have done nothing but observed politics from a distance. I, however, have a different perspective on the matter and believe that diplomacy can be very lucrative for all those involved, regardless of the intent. I have convinced my commander that we must establish ourselves as an official entity and take part in the discussions. The events brought forth on the assembly floor effect us just as they do any other organization. I am looking forward to learning more of those around us and can only hope to provide just as much as I take from these meetings. Thank you again for your time.
