When i refine an item, does the station choose between my personal standing or corp standing when deciding how much to tax me?
I am wondering because I want to get to a standing of 6.7 so they don't take anything away from me, but i am a miner so i can't run a good mission ship.

Personal standing rules.
If corp members are able to run higher level missions just tag along and salvage for them.

Refining tax is always based on your personal standing to the corporation that owns the station.
There are mining missions available, given out by Mining or Astrogeology agents.

I'm a miner/industrialist. I'm currently working on skills to fit a Stealth Bomber to have some fun and get blown-up a lot in. Meanwhile, I'm doing missions in a Navy Raven, and saving ISK to fit my second Tengu Strategic Cruiser (because I keep spending all my ISK on BPO... just purchased 1.2 billion worth recently).
You want to be able to do missions too. Especially since once you get into a Hulk, you've reached the end of the line. If you want to do gas harvesting, you'll also want to get into a battlecruiser or battleship.
Here is an example of a ship progression:
Bantam, mining frigate (requires frigate 2)
Kestrel, combat frigate (requires frigate 3, great for level 1 missions)
Osprey, mining cruiser (requires frigate 4 + cruiser 1)
Caracal, combat cruiser (requires cruiser 2, great for level 2 missions)
Drake, battlecruiser (requires cruiser 3 + battlecruisers 2, great for level 3 missions)
Raven, battleship (requires cruiser 4 + battleship 2, great for level 4 missions)
With level 2 missile skills and level 4 fitting skills, I was doing level 4 missions in a Raven. I can refine pretty much anywhere now.
You can always do courier missions though. Look for divisions that give lots of courier missions, like Manufacturing.
Refining tax = 5 - 0.75 * your standing with the corp

Personal Standings to the station corporation are all that matter. This is because your refining/reprocessing not for the corp but for yourself.
