Does anyone know the multiplier / % over sig radius that your sensor strength needs to be to be "TRUELY" unprobably assumeing the prober has maxed skills and all faction parts / probes along with rigs ext? Also, even if they can't probe out your ship, what is to prevent them from probing out the complex/ sight your working at? all help will be appreciated, thanks.

See this thread for your ship.

Nothing stops them probing down normal complexes. I believe that if it is an escalation, then it cannot be probed. Not sure about missions and the structures in them (if they have).

Missions are safe.
I do like the Legion for this role. Can get it up to 700 DPS if you fly it correctly.

For a Tengu, my rough estimate, without rigs or implants would require:
Low: Gravimetric Backup Array II : 48 % Mid: 2x ECCM - Gravimetric II : 96 %
This would also require: Tengu Electronics - Dissolution Sequencer Meaning you can't fit Tengu Electronics - Emergent Locus Analyzer and would have to fit a basic probe launcher.
The Dissolution Sequencer also gives you 1 more low slot, and 1 less mid slot over the ELA, so it provides space for the backup array, but means you have to gimp your tank.
This is calculated with my skills...so might not be optimal. I think this works out to 147. With a Sig Radius of 160 that is still short (160/147 = 1.088) ... ???
Is this really worth it... or is cloaking better? And then there's the T2 Covert Cloaking (gimped DPS) vs basic cloaking...

Have you considered Talon implants? They increase the ship sensor strength to caldari ships, popping in just one on the charisma implant slot (there really isn't much else to train for charisma besides a couple levels of market skills unless you mission run, PI, or fly a buffing command cruiser to keep a +4 or +5 implant) on an unprobable Tengu EFT build adds 8 ship strength. And if your just using a Primary/Secondary implant set while training that gives 3 slots you can use for Talon implants. It doesn't give a lot of bonus, but every bit helps in the end

Thanks for the responses all and apologies, should have been more clear in my orriginal post. I already have my ship setup, using talons and the works, right now have the sensor strength up to 170, but my sig radius is up to 164 after a few shield rigs I installed and I am trying to ensure it is still enough excess to maintain my "unprobable" status no matter what the opposition skills or equipment. I am aware they can still probe out the complex I am running but thankfully that takes a little more time. If anyone knows how much your sensor strength needs to exceed your sig radius to be unprobable regardless of the oppositions skills or equipment, I would greatly appreciate it. Thanks. Also good to know about the missions, cheers!.

If you went to the thread I linked, you'd see that Adehlea posted:

SR/SS < 1.08, so SR can be 1.08 x SS. So for a 140m SR, you only need 129.7 SS
So for you, your SR is 164, and your SS is 170. Thus, 164/170 = ~0.97 0.97 < 1.08 So you're safe.

Aha. Currently training them all to 5... and the Electronics to 5 solves my problem:
[Tengu, Unprobeable] Ballistic Control System II Ballistic Control System II Ballistic Control System II Gravimetric Backup Array II
10MN Afterburner II Pithi A-Type Small Shield Booster Ballistic Deflection Field II ECCM - Gravimetric II ECCM - Gravimetric II
Heavy Missile Launcher II, Scourge Heavy Missile Heavy Missile Launcher II, Scourge Heavy Missile Heavy Missile Launcher II, Scourge Heavy Missile Heavy Missile Launcher II, Scourge Heavy Missile Heavy Missile Launcher II, Scourge Heavy Missile Heavy Missile Launcher II, Scourge Heavy Missile Dread Guristas Cloaking Device
Medium Capacitor Control Circuit I Medium Capacitor Control Circuit I Medium Warhead Calefaction Catalyst I
Tengu Defensive - Adaptive Shielding Tengu Electronics - Dissolution Sequencer Tengu Engineering - Augmented Capacitor Reservoir Tengu Offensive - Accelerated Ejection Bay Tengu Propulsion - Intercalated Nanofibers
With maxed Electronic skill, Sig Radius is 165, and Signal Strength is 160. So that's a 1.03 and safe. And the DG cloak so you can feel really safe.
