As I'm new to exploration, I've been trying to figure out how to be successful in taking out the NPCs in hacking/codebreaking/salvage sites. Given that the T1 frigates listed in the subject heading provide minimal combat capabilities compared with other frigates, is it possible to take your T1 scanning frig and do low level sites?
Also, I'm curious about what level of sites I would be able to do given my low skills. Are scanned sites in 0.8 and 0.7 space doable?

The best thing to do is to scout out the site, then switch to a combat ship to clear em out. All highsec sites are very easy, T1 cruisers should be able to handle all of them. Sol: A microwarp drive? In a battleship? Are you insane? They arenĘt built for this! Clear Skies - The Movie

This is an option I have considered however, I find that by the time I have successfully scouted out a site I am several jumps away from home station. Would this delay allow others to scout out my site and take it by the time I get back?

If you're just doing Magnetometric and Radar sites, you could use a T1 cruiser as your exploration ship. I've used a Vexor and an Arbitrator to good effect for this - I'm sure there are Caldari and Minmatar cruisers you could use but I can't think of any off the top of my head. I once tried theoryfitting a Moa as an exploration ship, but it proved a little bit difficult.
Highsec Radar and Mag sites will only have frigates and the occasional destroyer, so you won't need much to clear them. ---

Drone boats are your friend...
Vexor is a good bet for all hi-sec profession sites. You can fit a probe launcher, carry enough drones, and a small tank (HINT: use a small rep and armour plates)... Also, a salvager and a tractor beam if you can use them... your drones will do all the DPS so you don't really need to worry too much about guns...

I used to be able to do most hisec Radar/Mag site using only a Probe.
It has room for two light drones; that provides ample DPS for most of the time. I had a light armor tank in the lows, range and speed tanking does most of the tanking.
The only issue was rats spawns that trigger right on top of you when you hack some cans.

I started exploration 8 months ago. It's doable with just the frigates. Some 0.5 systems don't even spawn anything in hacking/magno sites. Since it's high sec, you can ask for someone in local to fleet with you if they got some firepower

Okay. Sounds like I need to skill up a bit more in a few things then give it another go.
If I have to, try flying a more aggressive ship.
