Yes its been posted before and really needs to be addressed. The advantage is too great. Defense of systems need to be helped out a bit.
People cloaking and just sitting afk in a system, its just annoying.
There should be a way to track them down , like how they find subs in the Navy. A type of sonar that can help track them now. Nothing that will take 2 minutes to find but SOMETHING!

You want to find AFK cloakers, here's how, fire Bombs all into space, EVERYWHERE, you will find them if you have determination. Don't like Bombs? Well then you can use Smartbombs, fly all through space SB firing, you will find them.

However, all other ships that fit a cloak for the warm fuzzy that I can warp to a safe, cloak and wait for danger to pass should be probe-able to a degree. Perhaps something to do with sensor strength/sig/difficulty probing.
example: the cloak modifies the ships sensor strength/sig radius when activated. If the formula for sensor strength while probing is Target Signal Size = Target Signature Radius / Target Sensor Strength. Then modifying either of those attributes with the cloak can give anywhere from a 50% chance to 5% chance to probe down a ship depending on what class it is/cloak type/sensor strength. The varying meta levels of cloaks can modify these attributes to varying degrees so the meta/skill requirement remains scalable.
The cloak still allows for the ship to be invisible on grid so once found work is still required to decloak the target.
To resolve for covert ships simply set the covert ops cloak drop both to 0 making it not show on overview and still remain unprobe-able

Meh, i actually like this one. As long as the covetops cloaks don't get messed with, but the others, then i'm fine with it. lol -------------------------------------------
