Spaceship command (+5% agility per level) Evasive Maneuvering (+5% agility per level)
There are a few more skills as well... but they only apply to "bigger" ships. _______________________

Ontop of that, if your ship takes over 10 seconds to align to warp out you can always align in 10 seconds by fitting a Micro Warpdrive (this is from a standstill) What you do is hit warp to, your ship will start aligning, as soon as you've done that activate you microwarp for 1 cycle. Once the cycle is done you will instantly warp off as your speed will be over 75% maximum.

Also certain modules like inertia stabilisers and nano fibres reduce ships mass (and hull hit points) making your ship faster to align and warp. Also certain rigs and modules (mainly those involving armour buffer tanking) have speed reduction penalties and/or mass increase which make your ship considerably slow in comparison to most shield tanked ships.

I currently have 5 T2 Mining Drones....
The capacity is 1200m3.....but the mining amount is 25m3.
So what exactly does that mean? Does the drone mine until the capacity is full, or does it mine 25m3 and then return to my Hulk?
Also, how to I increase the 25m3 so it isn't so low? Right now they seem very pointless as the mining lasers are the only things putting the roids into my ship.

Mining Drones II mine for one cycle (60 seconds) and return.
The amount they mine is:
25 m3 * (1 + Mining Drone Operation 5 * 0.05) * (1 + Drone Interfacing * 0.20) * 5 drones
Their capacity is meaningless since they will never fill it.

So they mine 25m3 every 60 seconds?
They seem totally useless then.

Well mining drones are nice in Vexor if you have cruiser V since it has the bonus for drone mining yield but otherwise they're not that useful in the long run.

With Max skills each drone mines 62.5 m3/minute. That's 312.5 m3/minute with five drones.
A tech 1 strip miner does 180 m3/minute before skills.

This isn't the best advice. You'll want to grab a program like EFT or EVEHQ and find some decent fits for the ships you want to fly and then train towards being able to fly those fits. Now, I'm not saying the certs aren't helpful, they can be but they aren't optimized for actually gameplay so sticking closely to them will slow your progress.
Do some research, read the various forums and browse fits for the ships you want to fly till you've got a good idea of what you want and where you're going. And then be prepared to be flexible depending on how your play style emerges.
And go Sentries V before you go Heavy V for drones if you're PVEing

I have EveMon on my computer currently, do you suggest Eve HQ as well? Or all three? I wasn't really sure how to use the fitting tool, because I have no idea as to what I should fit to each ship to make it a half way decent ship.

I guess I just don't really follow what to do, I figured picking a ship and doing the certs for it would give me a pretty good start....how do I find different fits, and skills that I should train to fly said ship.

I'm sorry, I kind of skimmed over a response when I posted last. I'll start where I should of originally by explaining what I meant when I said the Certificate system is flawed for new players and more of an achievement system like Xbox Live achievements than it is a good tool for planning out your character.
When you plug the Myrmidon in (A great PVE drone boat) and queue up it's associated certificates you get a 66 day skill list which, while very helpful in a sort of abstract way, won't get you into the ship and flying it effectively in a reasonable amount of time.
Just as some examples of what the certificates suggest:
Shield management IV (New players will be armour tanking their Myrmidon) Drone V (should not be towards the end of the list) Electronic Upgrades V (you don't need this for your first BC) Scout Drone Operation III (You want that to V for a drone boat)
And so on...
All of these are important skills and you'll end up learning them but the order and importance of the skills is all wrong for a new player. Even if you rejigged the order I'd argue that some of these skills don't belong on someones list for the first 3 months.
Now, it's hard as a new player to know what skills you need and what ships you'll want to fly first. I found when I was new there were two things that really helped me.
First, find a new player friendly corp. who are willing to answer your questions and take the time to teach you what you need to know. People who'll be happy to show you how to fit your ship and suggest you a direction for you.
Second, ask questions and lots of them. Be the annoying guy in class who always has his hand up and don't be afraid to admit you haven't got a clue what you're talking about. God knows sometimes I don't.
Okay, I'm kind of getting off track here with my comments of the achieveà er I mean the certificate system. When you're looking for a good fit for your ship, have a look at:
http://eve.battleclinic.com/index.php
And browse their low SP fits for ships you want to fly. Then, you can directly import the fit into EVE HQ and see what you need to train to fly it. This will give you the minimum skills you need for any given ship. Also keep in mind you don't need to fit all the fancy T2 gear when you're starting out. A lot of ships will work perfectly well for you with a set of T1 gear. Since youĈve mentioned Drones, IĈm going to also add that make sure you train Drones V and Scout Drones V , they will make a massive difference to your damage output as a drone user.
Personally, I use all three at different times depending on what I want to do. I think EveHQ and being able to import from Battleclinic is priceless but regardless, find what works for you and stick with it. If you've got any more questions, feel free to EVE mail me and I'll have a chat with you in game.
It's 4am now so I'm going to bed, if there are typo's and mistakes in here. I'm sorry. I'll come back and give it an edit once I'm more awake.

Thanks for all the help! I currently have Drones V and Scout Drones 5. I linked my characters in the first post, which should still be up to date with the skills each one has.
I took a long break which is why the character's are a year old, but I am a new player still, hehe.
My corp seems to be helpful, and at the same time seems to get upset or annoyed with some of the questions I have.

You probably want either [EveMon plus EFT] or EveHQ. EveHQ is a single tool that integrates most, if not all, of the functions of the combination of the other two. It will come down to personal preference which interface suits you best, so have a fiddle with both; I think they can each import the other's output anyway, so you don't lose much time by trying them both.
Actually using a fitting tool will help you learn what sort of thing makes a good fit. It will show you how things change wrt what you can fit and the performance you can get out of a hull as your skills improve/change. And it gives you something to do during DT :)

I was told to find a ship and find the best fits for it, does that mean me playing around with parts trying to make them fit, or do those programs have fits that are already pre-populated or created for me?
I am still too new to know what I am looking for or what each piece of equipment does to build my own ship.

You can search for fittings in EFT, but not in EVE HQ as far as I know.

FYI - let me not google that for you - cautions about older info.
Be aware that your search (e.g. #1 result for searching for "EvE Drone guide") may find some out-of-date guides where T-2 heavies are recommended since T-2 sentries were not then available. Also the bugs where improving a drone skill could reduce your DPS have been fixed.
