I've been "playing" for 16 days. I put playing in quoted because I feel like I just sit around playing other games waiting for my skills to level.
I feel like there isnt much I can do besides mining because that is what I have invested my time in.
I simply dont know what to do, can I get a refund for the 28 days left on my subscription?

If you are bored after 16 days then yes this is most likely not the game for you as it will require a lot of time put in to do things (in terms of skilling up).
However there should be enough starter professions, missions and such to keep even the new pilots occupied while they skill up.
You can always join a corporation and the fun that may come with that.

1. If you don't like mining why invest in skills for it? Why not try combat skills and go pirating?
2. No you can't have a refund if you bought the time and have started using it.

Should have rolled several trials first.
EDIT: And sat in the Help Channel all day while testing game mechanics.

do the tutorial missions, bunch of free ships, several million isk, lots of ammo and mods, various proffesions easy to try as no skills required

About a year ago I started a new account with a character that had absolutely no assistance from my main. By the time the trial period would have been over (so about your current game age, a few days extra), I was flying a Drake and speed-running L3 missions, with halfway decent learning skills and implants that were EARNED by that character alone, while also being borderline useful in minor PvP encounters.

You want to quit 2 days after completing the trial (14 days). Why did you sub? Surely you had to have felt this way 3 days ago.
Playing Eve means finding something that you enjoy and doing it. So if you don't like what you are doing, do something else. Also, if you haven't found one already, it would help if you find an active player corp. Preferably one that specializes in what you enjoy doing.

What Akita said. Try some stuff, see if you like it. You already know mining sucks, so don't do it. You don't have to be optimal in all skills to do stuff unlike other games. What you fly vs what they fly makes a much bigger difference than skillpoints.
Stuff to try: - Mining: you known this sucks, but u know cos you tried it so u are doing it right. - Ninja salvaging: you get an income and universally hated in one simple step - Red vs Blue: cheap pew-pew and no hotdrops. - Eve University course: show you the ropes, make contacts, be ahead of the learning curve. They do courses on pretty much all of eves aspects - Missions: Make isk, and is marginally less boring than mining as stuff blows up. Leads to lvl 4s which are a staple for many casual players. - Planetary Interaction: Has very low skill requirements to get started, and can fund a frigate pvp habit if done right (or more according to some). - Exploration: again a fairly low skillpoint entry barrier, and can find some nice loots even in empire. - Industry/production: Find a market niche, and make stuff. - Market PvP: take control of Jita and buy low, sell high. - Scam: if you are smart/evil enough you can make major isk in a short time by scamming. - Pirate: not gonna be easy for a newbie, not because of skillpoints but because theres alot to learn about not being killed yourself, but it is possible. One infamous pirate started a trial to prove you can pirate 2 days into the trial and be successful. If anyone can find the link then thanks in advance.
Theres probably more but thats all I can think of right now.

It only becomes better if you AT LEAST TRY TO DO SOMETHING ELSE EXCEPT THE MOST MINDNUMBINGLY BORING THINGS. It doesn't automagically become better in two weeks.
Also, I now have to subscribe to the "this has to be a troll, nobody could really be THIS dense" hypothesis.

You were given plenty of helpful ideas already. Now go try some of them out.
I'd start with "finding a player corp that will take you in" for assistance, alongside some of the other ideas on how to "make a living".

Kid, the game is what you make it. It does take a lot of planning, and it does follow a highly "long term reward" system of play, but man... is it worth it! Part of that is it's massive depth of gameplay.
Best advice is find a proper player corporation, the game is really about team-work. Start running missions for cash and standings, and join up for pvp fleets.
I also highly recommend faciton warfare, it's a great place for easy pvp and a fantastic learning experience - it's honestly what made me come back to eve a few years ago and find some of the coolest people I'm playing with to this day.

Then play EVE, not the rock shooting game... it gets much more fun if you go pew pew, and really, mining is the worst way to make money nowadays... too many people doing it and crashing the markets

This is a copy paste.
I find it funny the people who say "go play WOW kid" and like trying to make that into a insult when I know people into their 40's and myself in my late 20's who've all played WOW at some point and frigging know hardly anyone whose a kid who plays the game. It's just another elitist attitude of the EVE Online crowd who think they're sooo much better than everyone else because they can play a buggy and boring game for longer than anyone else. Everything you do in EVE you repeat over and voer and over and over again throughout your time in the game.... what's sooo exciting about training learning skills? What's sooo great about doing the same old agent missions? Whats so fun about mining? Whats sooo great where low and middle end PVP is all about gate camping and then high end fleet battles basically turn the game into capital ship online?
Some of you need to grow up when you throw that ****ing WOW insult at people, like most of you just say it to people because you can't take it that they like your game and they don't even play WOW. Atleast in WOW I can find a friendly and funny community which doesn't insult people on the games they play and we just play the game but in so called hardcore communities like EVE people take a elitist attitude and it's their way or GTFO because your a noob and you play WOW apparently. Jumping around all day and sitting there watching a screen because the game does everything for you, feels more like a web browser game to me and it's not fun.
This is almost exactly how I feel.

I can understand you feel that way but WoW's forums are not friendly they had to implement RealID to reduce the amount of hating, flaming and trolling going on.
Eve people will normally troll you then give you sound advise, however alot of people gave up after the 100,000th time someone posts "Eve is too hard", "I hate eve" and haven't even bothered to play the tutorial.
I've had many friends try eve and think "Oh I dont need to read all this I'll figure it out as I go along" and then whine at me because they dont like it and can't understand it.
I'm regard myself as quite smart and in 5 years I've done pretty much everything in eve lived in every region and yet I still find out new things pretty much every day or every week and it's great but it's not a baby friendly game the tutorial is written for adults it treats you like an adult and it will rewards you as a result.
