I don't know the best way to implement this, there seems to be pros and cons for either way but I have an idea to help stop JBs from "completely" running out of fuel and preventing non-members of the alliance owning the JB to "add fuel" to the JB so they may use it. Right now, when you activate a JB EVE checks the fuel bay of the JB vs how much fuel your ship will use and if there's enough fuel it lets you through, if there's not enough fuel it tells you how much you need vs how much is actually there.
What about adding a second check to that system? After the JB checks its own fuel bay and sees that there is not enough fuel to operate, what about then checking the cargo bay of the ship attempting to jump?
PRO: Ships carrying fuel wouldn't be denied use of JBs provided they have enough fuel and the password
CON: I can't think of any off the top of my head but I feel confident y'all will show me the error in my ways :)

Or simply allowing you to set POS module control by standings as well, so blues could actually access a SMA, corp hanger, JB fuel, etc.

Edit: If it was up to me, I'd remove JFs too. And yes, I have a JF. It just makes everything way too easy. It used to take alliance wide logistics ops with freighters+escorts, now it's just one guy and his alts and it's done in a couple hours... ---

And if you don't like them, go ahead and make a thread about removing jump bridges. Wasn't CCP trying to get more people into 0.0 anyway?

A rather provocative suggestion, but right on the money.
Eve today has a Carrier for every man, woman, and child plus the jump freighters. Bridges DO make logistics too easy .. hell, in Empire one actually have to haul ones ass from gate to gate to get anywhere and it is doing just fine even with suicide squads everywhere (just as deadly as bubble-camps)
One slight change might be required as compensation for the loss of 0.0 teleportation: - Add "covert transponder" (NOT the actual cloak!) to Jump Freighters so they can use covert cynos and Black Ops bridges. Allows for "easier" movement of materials, but not nearly as easy as with bridges AND gives Black Ops something to do that doesn't involve "lol-bomber drop" on unsuspecting gate camps
@OP: You are over thinking it: - Add ability to drop stuff in JB for all blues (think corp hangars without clearance). No "view" ability. - Add JB log listing all jumps and all 'deposits'. If someone jumps around without paying his CEO can be contacted to give him a kick in the nuts. Creates the "easy-mode" you desire and adds the administrative nightmare that is wholesale logistics

Make JB fuel costs per time unit, not per ships jumped (maybe a bit controversial). Allow anyone to deposit fuel in the bridge (as previously suggested). Increase JB cargohold size (probably easiest).
Most importantly, allow people with good standings to use the bridges without the need for stupid passwords! ___________ EVE is dying! Now for real! |

I think allowing access to the JB fuel hangar based on standings is a good idea as well. Make it only where the owning corp/alliance has privileges to take fuel away from the hangar but allow anyone with blue standings to add fuel into the hangar.
Increasing the size of the fuel hangar is a good idea, but I just think it would make the fuel technicians think they can go longer between refuelings and we're back where we started from.
