Im considering buying another char for another account, but I dont know how prices are reached, any help appreciated.

You might also do what real estate people call "comps" - find the three or four most comparable characters in the existing or historical character bazaar forum to the one you want and compute their ISK/SP perhaps after removing any dubious SP ( PI, mining, etc.) Then compare that ISK/SP with your prospect.
Caveat: the forum only shows the asking price, not what someone was actually willing to buy it. And manipulation is always a risk throughout EVE.

Additionally, you may want to search the forums using the Eve search utility. No sense buying a character if it's a known scammer or has a past that will come back to haunt you.

Although I doubt it is an exhaustive list and there are definately disputes held within the thread, this is a great place to look and see if the pilot you are looking at purchasing has been involved in the darker side of EVE.

consider that some skillbooks are pretty expensive and can skew the whole isk/sp ration thing.
