Covert cynos/bridges always work. That's their role.
I think any jump capable ship can use a POS-based cyno in a friendly cyno jammed system, as the jammer doesn't affect those. Still need a covert cyno to bridge others tho.

Thanks for the usefull info. Bit annoying that putting one up won't reduce the hotdrop risk from the ****ing AFK cloakers.

There's actually a thread around asking if it would be possible to use covert cynos in highsec. The idea being that they can bypass jammers and all the ships that can come through them are allowed in highsec so why not?
IMO -- I'd love to see that change. It would radically shift around many highsec wars in rather interesting ways.

IMO allowing covert cynos in highsec would just lead to even more lame station games as people realised that they could get a bomber gang bridged onto their faces without warning

If they're really AFK, there will be no hot drop. So what you should be saying is "reduce the hotdrop risk from hostiles in system."

Covert cynos and black ops bridges work just fine in cyno jammed systems. This is a common tactic to catch ratters in 0.0 cyno jammed systems. Its only regular cynos that can't be lit.
