u could always take pictures of your members doing things they shouldnt be doing such as extra marital relations, or narcotics abusing, or fraudulent activities........ then blackmail them into mine for your orca mins.
OR u could offer a mins buy back program so that your members can sell the corp the mins at a fair price.
but the first option sounds more evil and fun

This is not a troll post, it is a statement of fact referenced from years of playing EVE Online.
If you cannot get the selfish little ISK mongers in your corp together for long enough to build an Orca, you need to kick them and start fresh with more stringent recruiting standards.
If your corp is like this now, it is never going to get better. The solution is that you need new and better people in your ranks.

I used to be on corp that had 100% tax rate 23/7.
And it worked. Corp provided ships, rigs, modules, ammo, drones and what ever you needed.
If a pilot told "Hey I need abaddon and 8 mega pulses and collection of navy crystals", director would say, "Np, you need to wait the Abaddon to be build as there arent any on stock atm. Pulses and crystals are delivered to your hangar asap. You need any other modules? If you dont want to wait for the abaddon there some geddons in corp hangar, it's better mission ship anyway"
Atm Im working to a corp with 10% tax. Im a miner / builder. All the ore I mine, I refine and build stuff for the corp, corp doesn't have to pay me a dime. It's all working for the greater good!
So if your corp needs an orca, all the miners should work their asses off to get it. Mission people usually arent that good in mining but they can support the cause ether hauling the ore or doing missions and looting junk for reprossessing. All those pilots who want it all but don't contribute a thing are left in the dark or kicked out.

We buy ore from corp members at highest regional sell-order price. That way members always sell ore to the corp daily, as they don't have to haul their ore anywhere.
Besides that, we started recruting low SP miners, as all they do in EVE is mine, training for better mining ships, and they still like it. When high SP players got their Hulk and used it for months, they tend to train for combat and do missions instead.
