Here is an idea to make the Phoenix a more attractive option to use in certain circumstances. I believe it fits well into the rock-paper-scissors philosophy of EVE.
Give the Phoenix the option of fitting a different weapon (described below) instead of the standard 3 launcher fit. This new weapon is a super-mega-ultra(TM) torpedo with the following characteristics.
1.) Very high POTENTIAL DPS - This weapon has the potential to do massive damage (perhaps 10 times the "normal" DPS of a Dread), but this damage is very easily prevented by a defending force. 2.) Torpedo is Dumb fire - With no tracking at all, it can ONLY hit completely stationary targets such as structures and sieged dreads / triaged carriers).
3.) Torpedo has extremely slow velocity - With such slow velocity (something like 200 m/s), this weapon gives plenty of time to be intercepted and destroyed by defenders.
4.) Torpedo has negligible armor - As this weapon is slow and targetable, it is very easily killed by defenders. A single stealth bomber would be sufficient to nullify this weapon.
This new weapon would be great for speeding up killing of entirely undefended structures, or for station shoots but less useful for other roles. Potential to be an anti-super cap weapon if the super cap was heavily webbed.
If correctly balanced, this could make Phoenixs more useful and more used, and could add some intersting options in the use of capitals. For example, fitting this new weapon may result in the diminished ability to fit a standard tank.

Someone doesn't seem to understand a few things... it's okay... lemme help you:
The Phoenix is currently laughed at for 2 very simple reasons:
1. It's a shield tanker. Most capital fleets will prefer armor RR over shield RR simply because it is easier to fit and that most capitals armor tank to begin with (the Nalfgar, Chimera, and MAYBE the Nidhoggur being the exceptions).
2. It's ability to damage things is based on the target's sig radius. This means it deals loltastic DPS against anything that is not target painted to hell and back or already in possession of a high signature radius (i.e. it will do comparatively less damage to a stationary BS and non-triaged/sieged capitals than the other dreds could... but against POSs and super-capitals the Phoenix will do fine). _______________________

Thanks for the help. You are very helpful.
Anyway, your post seemed to be an explanation of the problems that the Phoenix has now (something that my post doesn't address). My post was actually about suggesting a new weapon that the Phoenix might use in the future. Perhaps you would like to offer some (rational and justified) feedback on the actual idea I posted.

Are the other dreads gonna use?

webbed super capital ship? super caps are immune to webs iirc.

Pretty much this. In ONLY giving the Phoenix a new system you MAY make up for its shortcomings... but then you unbalance the other three.
If you want to make the Phoenix more 'attractive' then you have to go and ask yourself 2 questions: "What is the Phoenix's intended role?" and "Why is it not regarded as 'attractive' for that role?" _______________________
